Depending on professional background, experience and family situation, a competitive compensation and benefits package will be offered. The successful applicant will be offered a temporary appointment for a period of six months limited to the Special Tribunal for Lebanon (STL). Any subsequent extension(s) are subject to terms of the Tribunal’s mandate and/or the availability of the funds. The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization. However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected.
The Victims’ Participation Unit is a unit within the Registry tasked with supporting victims who wish to participate in the proceedings. Amongst other functions, the VPU is responsible for administering a legal aid program to fund the legal representation of indigent victims participating in the proceedings.
RESPONSIBILITIES:
Under the supervision of the Chief of the VPU, the incumbent performs a wide range of functions in support of the administration of legal aid, as well as in providing operational support and assistance to the VPU.
In relation to legal aid, the incumbent is responsible for the performance of the following duties:
•Assist the Chief of VPU by reviewing and processing requests legal aid requests from legal representatives of victims to the VPU;
•Draft decisions on requests for legal aid from legal representatives of victims;
•Establish and maintain an information management system in relation to the administration of Legal Aid;
•Assist in ensuring that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained;
•Communicate and coordinate travel of legal representatives with Registry’s Travel Unit;
•Catalogue requests and correspondence from legal representatives;
•Create (financial) reports on the performance of the legal aid budget;
•Ensure adequate follow-up within Registry in the implementation of legal aid requests;
•Assist with the review of invoices, actions plans and other key documents;
•Draft correspondence in relation to legal aid;
•Liaise with legal representatives of victims in respect of all matters concerning legal aid;
•Assist the Chief of VPU in meetings with legal representatives of victims and keep records of such meetings;
•Draft and update guidelines and policies relation to the implementation of the legal aid policy;
•Perform other duties as required
In relation to operational support and assistance, the incumbent is also responsible for the performance of the following duties:
•Provide day-to-day support to victim legal teams with practical and operational aspects of their work, such as mission planning, liaising with the Registry’s Security Section, Language Support Section;
•Assist the Chief of the VPU with the administration and oversight of the VPU budget;
•Assist the VPU Legal Officer with maintenance of the Unit’s information management systems;
•To perform other duties as required.

QUALIFICATIONS:
•Education: University degree in a relevant related subject such as law, public administration, management or finance.
•Experience: At least two years of progressively responsible relevant professional experience at the domestic or international level. Experience in an international tribunal or in legal aid administration in a domestic system is an asset.
•Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post, fluency in oral and written English is required. Working knowledge of French is a strong asset. Knowledge of Arabic is a strong asset.
