1.Context – Médecins du Monde Harm Reduction programme in Tanzania:
Since 1992 Médecins du Monde has been implementing harm reduction (HR) programmes for people who use drugs in France and abroad.
In 2010 MdM launched the first Sub-Saharan African HR programme in Dar es Salam, the economical capital of the United Republic of Tanzania, in partnership with the Ministry of Health and Social Welfare, the Municipality of Temeke, Poverty Fighters and Tayohag (both CBOs working in Temeke District). The main goal of this program is to contribute to the mitigation of HIV transmission and HIV/AIDS-associated morbidity and mortality among people who use drugs in partnership with Tanzanian stakeholders. MdM has started the 1st needle exchange programme in Tanzania and has since been enlarging the range of available HR services in the country, namely syringe distribution, voluntary counselling, medical referral system, psycho-social support etc.…. The programme also includes capacity building activities through a training and resources centre providing training to national NGOs, health care facilities, police, and religious and administrative leaders. Furthermore MdM develops advocacy actions at local, national regional and international level to promote harm reduction in Tanzania and more generally in Africa. Finally, MdM promotes the empowerment of people who use drugs
This programme is implemented in the framework of an umbrella agreement with Agence Française de Développement (AFD) – the French Development Agency -covering several international HR programmes. The agreement includes as well one detailed program evaluation per programme (average budget per evaluation from 10 000 to 15 000 EUR).
2.Period and purpose of the evaluation:
Médecins du Monde wants to conduct an external mid-term evaluation of its HR Tanzania programme in March 2013 with two main objectives:
Analysing the strengths and weaknesses of the MdM intervention Proposing recommendations for future programme strategic orientations
The evaluation will focus on 4 criteria:
1) its effectiveness in terms of reaching the target population and expected results,
2) its potential sustainability (including an analysis of the programme’s model aspects, of the strategy for scale up and capacity building),
3) the quality and functioning of the partnership.
4) gender approach of the programme with reference to international standards
3.Profile required:
To conduct this evaluation Médecins du Monde is looking for consultant(s) responding to the following requirements:
Good experience in evaluation.
Strong experiences in harm reduction programming – preferably acquired in the frame of international development programmes.
In-depth knowledge and understanding of the Sub Sahara African context
Fluent command of English.
Good writing skills.
Applications by evaluation teams (2 or more people) are very welcome
4.Indicative planning:
Deadline for submission of application of interest: 30th of January 2013
Deadline for submission of full application: 16th of February 2012
Starting date of evaluation: 4th of March 2013
Field work (10 to 15 days): Between 8thof March to 2ndof April
