USAID/Kenya intends to undertake a performance evaluation of its Teacher Education and Professional Development Program (TEPD) as implemented by FHI 360. The purpose of the TEPD program is to improve the quality of instruction so that teacher trainees are better prepared to face the realities of classrooms in marginalized communities in Kenya.

Position Summary: MSI is seeking a Senior Monitoring and Evaluation Advisor to oversee and finalize the data analysis process and present recommendations for improvement. The Advisor will develop an effective performance evaluation system for assessing the overall effectiveness of USAID/Kenya’s TEPD Program. The Senior Monitoring and Evaluation Advisor should have experience evaluating similar education programs and would be expected to manage a team of evaluators.
The consultancy is expected to begin by January 14, 2013 and end no later than April 30, 2013.
Responsibilities: • Oversee evaluation implementation and delivery of quality and timely work products and deliverables; • Establish roles, responsibilities and tasks of team members; • Work with colleagues and stakeholders to develop performance measures and data collection systems; • Ensure the collection of high quality data and analyze data and prepare periodic reports; • Prepare and lead oral presentation of key findings, conclusions, and recommendations to USAID/Kenya, TEPD, and any other stakeholders identified by USAID;
Qualifications: • Minimum of 10 years of experience in data collection systems, data quality assurance, analysis and reporting; • Master’s Degree in evaluation, education, economics or statistics; • Experience conducting M&E for multi-faceted international development project, preferably USAID funded; • Experience working in Kenya or East Africa; • Background in gender issues helpful; • Demonstrated written communication skills, especially in drafting USAID evaluations, assessments and reports required and; • Familiarity with USAID Forward evaluation standards and requirements.
