Deputy Secretary: (Administration):
Deputy Secretary: (Administration):
KNEC SCALE EC 14
The Deputy Secretary, Administration - will report to the Senior Deputy Secretary - Human Resource
Management& Administration.
Duties and Responsibilities
- Overall in charge of all General Administration activities in KNEC;
- Coordinate and oversee smooth provision of outsourced general administration activities including maintenance, security, cleaning, catering, clearing and forwarding, transport and logistics, courier services, recommend to the disposal committee disposal of obsolete stores, monitor and report on performance of outsourced services.
- Facilitate meetings of the heads of the specialized functions and maintain minutes, coordinate implementation of resolutions of joint meetings of the specialized services,
- Application of the performance management systems, including performance appraisal and coordinate preparation and monitoring of divisional budget;
- Manage all the facilities and assets of the Council and resource utilization and mobilization.
Qualifications and Experience
- At least a Masters Degree in Business Administration/Public Administration or equivalent qualification with specialization in the following units: Management, Managerial Economics, Human Resource Management, Strategic Management, Marketing Management, Management of Information Systems and Project Management;
- KCSE mean grade C+ and above or equivalent qualification.
- Served for at least one(1) year at Scale EC 12 and above in the Council or in an equivalent senior position in a reputable institution at Job Group N and above for those serving in TSC OR the Government handling administration and related duties;
- Those who have attended Strategic Leadership Development Programme at the Kenya Institute of Administration lasting not less than four (4) weeks OR equivalent course and training in Logistics or Project Management will have an added advantage.
Head Of Corporate Communications
KNEC SCALE EC 13
The main role for the Head of Corporate Communications will be to promote KNEC’s image and also act as a link between the Council and the public.
Duties and Responsibilities:
- Design, develop and implement KNEC’s Strategic Corporate Communication policies;
- Organize and oversee KNEC’s Corporate affairs, events and Public Relations activities;
- Ensure timely and accurate responses to enquiries from both internal and external clients;
- Coordinate timely publications of Council’s newsletters and any other information materials;
- Research, gather, analyze and disseminate correct information to the target audience in an easy and understandable manner;
- Draft and edit appropriate messages, including presentations, speeches, press releases, weekly updates and newsletters on the corporate mission and vision;
- Prepare the communications budget in consultation with the relevant department(s);
- Prepare and make appropriate follow – up of corporate advertisements for print, electronic and outdoor media.
Qualifications and Experience Required:
- Bachelor’s Degree and Post graduate qualification in communication or journalism and have served in the grade of Chief Corporate Communications Officer, or an equivalent and relevant position for at least three years (3) or a closely related field with at least five (5) years experience in public relations at senior level. Evidence of successful public relations activities will be an addedadvantage;
- KCSE mean grade C+ and above or equivalent qualification;
- Evidence of working experience in dealing with Government, Corporate and private sector with respect to communication and public relations matters;
- Must be computer literate and excellent editorial, speech and report writing skills.
Chief Internal Auditor:
KNEC SCALE EC 12
The Chief Internal Auditor will report and be answerable to the Principal Internal Auditor.
Duties and Responsibilities:
- Continuously develop and review audit systems/ plans for monitoring, evaluation and reporting of internal quality control systems for efficient Council operations;
- Formulate risk assessment procedures and operations in the Council;
- Develop and implement Audit programs and also Perform post-audit reviews and action audit plans;
- Prepare timely and accurate audit reports and also initiating the annual stock taking exercise;
- Examine and evaluate the adequacy/effectiveness and reliability of Council’s financial operational and internal control systems;
- Liaise with external auditors for objective external audit.
Qualifications and Experience
- Masters degree in Accountancy or a related field or equivalent qualification in Finance/Audit and a professional qualification such as ACCA (Final), CA (Final), CIMA (final), or CPA(K) with at least 6 (six) years experience 3 (three) of which should have been at a senior position handling Audit OR a Bachelors Degree in Commerce (Accounting or Finance option) or its equivalent from a recognized University/Institution and a professional qualification such as ACCA (Final), CA (Final), CIMA (final), or CPA(K) and have served for at least one (1) year in the grade of a Senior KCSE mean grade C+ and above or equivalent qualification;
- Knowledge of spreadsheets and at least one accounting package. Applicants with knowledge of ERP or equivalent integrated network system will have an added advantage;
- Must be a registered member of ICPAK;
- Evidence of Computer Literacy especially in accounting packages.
- Applicants with additional relevant professional qualifications in Audit/finance/accounts will have an added advantage.
Senior Economist/Planner:
KNEC SCALE EC 12
The Senior Economist/Planning officer will be reporting to the Deputy Secretary Planning.
Responsibilities:
- An officer at this level will be required to: plan and coordinate Council economic planning activities;
- Carry out economic planning analyses; supervise and coordinate the development of the Council’s strategic plans and policies;
- Oversee the implementation of Council projects and monitor Council’s budget performance and prepare reports;
- Monitor and evaluate the performance of projects and programs;
- Facilitate all Departments to have their departmental work plans in place and collect and present statistical data in the form of survey reports and bulletins.
Applicants should have:-
- Bachelors degree in any of the following disciplines; Economics, Statistics, Economics and Mathematics, Economics and Statistics or its equivalent from a recognized institution;
- KCSE mean grade C+ and above or equivalent qualification;
- Served in the grade of Economist/Planner I for a minimum period of one (1) year or in an equivalent and relevant position but with a cumulative working experience of at least eight (8) years in a related field;
- Proficiency in Computer Applications.
Information Communication Technology Officer 1:
KNEC EC SCALE 11
The officer at this level will report to a Head of Section in ICT department.
Duties and Responsibilities
- Liaise with users to understand the business processes/problems, review and evaluate existing/proposed systems and make recommendations on suitable solutions then design and develop systems for administration and management of business processes;
- Undertake system analysis, specifications and testing;
- Liaise with vendors on installation, configuration and maintenance of systems, applications, LANS, WANS and backend infrastructure; provide system user support and training.
- Devise and implement measures to enhance safety, security and accountability for electronics equipments parts and components;
- Verify, validate and certify ICT equipment; and oversee the process of configuration of new ICT equipment;
- Liaise with vendors to demonstrate operations of new designs and models; to advise on warranty issues;
- Identify and act on priority tasks; updating and keeping custody of service manuals; ordering for replacement parts;
Qualifications and Experience Required
- Served in the grade of Information Communication Technology Officer II for a minimum period of three (3) years or in a comparable position but with a cumulative and relevant working experience of at least six (6) years in the ICT field;
- Bachelors degree in Computer Science, Information Communication Technology or any other ICT related disciplines with a bias in computer science from a recognized institution; OR
- Higher Diploma in Computer Science, Information Communication Technology or its equivalent qualification from a recognized Institution;
- KCSE mean grade C+ and above or equivalent qualification;
- Demonstrated professional competence and achievement of performance targets and results as reflected in the performance appraisal; and
- Consistently demonstrated adherence to KNEC corporate values.
Senior Librarian EC10
The Officer at this level will report to the Principal Administrative Officer in General Administration Division.
Duties and Responsibilities
- Implement measures to enhance efficient Library services at the Council;
- Design and implement regulations, procedures and programmes for the Council’s library systems;
- Compile regular library reports;
- Prepare the budget for the library sub-unit;
- Supervise cataloguing and classifying of Library materials and books, indexing and abstracting;
- Undertake user awareness/education; and
- Oversee the development and supervision of library staff and coordinate performance reporting and arrange the leave roaster.
Qualifications and Experience Required
- Bachelors degree in Library Science/Information Science, or equivalent qualification from a recognized institution;
- KCSE mean grade C+ and above or equivalent qualification;
- Served satisfactorily in the grade of Librarian I for at least three (3) years;
- Attended supervisory management course;
- Computer application skills.
Internal Auditor I:
KNEC SCALE EC 10
The Internal Auditor II will report and be answerable to the Chief Internal Auditor.
Duties and Responsibilities:
- Undertake audit programs and collect audit evidence on major issues;
- Review existing internal control systems and verify the existence and safety of council assets;
- Prepare draft Audit reports; carry out systems audits, verify investment procedures, review budgetary controls and monitor
Qualifications and Experience
- Bachelors Degree in any of the following: Economics, Commerce (Finance or Accounting) and have served in the grade of Internal Auditor II, or in a comparable and relevant position for at least three (3) years. Those who have served as Internal Auditor II for at least one (1) year at KNEC will be considered. OR
- Bachelors Degree in any of the following: Economics, Commerce (Finance or Accounting Option) Business Administration (Accounting Option), Business Management, or its equivalent qualification from a recognized institution;
- Certified Public Accountant CPA (K) or its recognized equivalent; OR
- Certified Internal Auditors (CIA) certification;
- KCSE mean grade C+ and above or equivalent qualification;
- Proficiency in computer applications;
Internal Auditor II:
KNEC SCALE EC 9
The Internal Auditor II will report and be answerable to the Chief Internal Auditor.
Duties and Responsibilities:
- Develop and execute detailed audit programmes and prepare audit reports on areas audited with relevant recommendations;
- Investigate as required from time to time;
- Carry out systems audit reviews to assess the effectiveness of risk management and adequacy of internal controls;
- Monitor the implementation of the agreed audit recommendations.
Qualifications and Experience
- Bachelors Degree in any of the following: Economics, Commerce (Finance or Accounting Option) Business Administration (Accounting Option), Business Management, or its equivalent qualification from a recognized institution; OR
- Pass in Part II of the Certified Public Accountant (CPA) or its equivalent qualification from a recognized institution;
- KCSE mean grade C+ and above or equivalent qualification;
- Have served at the level of Auditor III EC 8 in the Council or JG’ J for a period of at least three (3) years;
- Proficiency in computer applications.
