Context:
Under the direct supervision of the Chief of Mission the successful candidate will be responsible and accountable for providing technical assistance to IOM and its UN and Government of Mozambique partners, management of all IOM project staff on Disaster Risk, Reduction (DRR) and Climate Change Adaptation (CCA), liaison and project development with all IOM donors and expansion of the programme.
Currently, the programme focuses on communications for change through community radio, though in the past, IOM has also focused on housing and shelter construction, conservation agriculture and health in emergencies. IOM further plans to expand operations in the coming year to increase its community-level responses including training and capacity building of disaster risk committees in Maputo Municipality.
Core Functions / Responsibilities:
- Provide support and assistance for all DRR and CCA programme staff, projects, reporting and its activities.
- Provide support in procurement and monitoring processes for the programme in emergency and non-emergency operations including tenders, contractors and project partnerships. Procurement of emergency relief items to follow international standards or standards jointly agreed at country level.
- Monitor specific aspects of project implementation, identify problems and propose action to expedite the delivery of inputs. Analyze progress and implementation reports and identify and document significant project events, decisions, problems or deviations.
- Draft sections of project documents based on results of assessments that have been carried out during various phases. Draft project and budget revisions based on negotiations with donors, changed work plans or budget reallocation.
- Contribute to the development of new projects by selecting and summarizing background information, assessing the local context for the planning and administration of individual projects, and drafting of project proposals.
- Undertake duty travel relating to project/programme assessment, liaison with counterparts, problem solving, and new project/programme development, as required.
- Assist in developing and maintaining strong and regular liaison with the project/programme partners, such as governmental authorities, diplomatic missions, and any other concerned agencies and working groups, aiming at coordinating and promoting new activities and facilitating the implementation of on-going activities and fund raising for new projects/programmes.
- Assist the Programme/Project Manager in monitoring, assessing and evaluation project/programme activities, and in planning new features that add value to the project's overall goals.
- Work with UN partners in the Economic Development Results Group (E-DRG) Outcome 3 in close collaboration with the Chief of Mission.
- Perform such other duties as may be assigned.

Desirable Qualifications and Experience
a) completed advanced university degree from an accredited academic institution, preferably in Geography, Development, Economics, Environmental Sciences or related field to DRR and CCA; b) two years of experience (or four years for candidates holding a first level university degree) in project management and programme development in Mozambique; c) knowledge and affinity with the primary disaster management and environmental actors in Mozambique including Government, Donor Agencies, UN and NGO/Civil Society implementers; d) sound knowledge in project development, management and implementation essential; e) experience in implementing climate change adaptation and/or disaster risk reduction projects in the African region a distinct advantage; f) experience in disaster and emergency operations an advantage; g) good computer skills and with experience in the field of web, radio, visual and/or community.
Languages
Thorough knowledge of English and Portuguese.
NOTE:
- The contract type of staff members holding a fixed term or regular contract will be converted into Special Short-Term (SST) contract upon appointment.
