Human Resource Manager
Reports to: Country director
Location: Uganda, Kampala

TechnoServe is an international, non-profit economic development organization founded in 1968 out of a conviction that a vibrant private sector is an essential foundation for economic growth and poverty reduction. TechnoServe undertakes targeted, catalytic technical assistance and other programming to increase the competitiveness of farms, businesses and industries that in-turn provide sustainable employment, inclusion of the poor and increased incomes. TechnoServe operates in 30 developing countries with over 1,000 employees. A substantial portion of our work is in agriculture, enhancing farm productivity and commodity quality and addressing gaps in processing and other agribusiness capacities. Our programs increase smallholder access to new technologies, aggregation and storage mechanisms, markets, critical information and finance. TechnoServe also undertakes entrepreneurship programs that identify and support high potential entrepreneurs in various sectors through leadership mentoring networks, formalization support, access to capital and development of sustainable business services such as accounting, finance, marketing and human resource management.
Program Description:
- Our program in Uganda was re-established in 2005 and currently implements projects in agricultural value chains, e.g. cotton, dairy, horticulture, and grains and two in Entrepreneurship (Women and Rural Youth). TechnoServe Uganda’s core activities in these sectors include helping farmers to: organize into viable groups for aggregation of produce to capture a larger value of the market, increase productivity and income, developing and facilitating strategic market linkages and improving program participants’ core business and financial literacy skills.
Duties and Responsibilities: Human Resources
- Strategic human resource planning taking into consideration TechnoServe’s current and expected growth trajectory and aligning these to a clear staffing plan.
- Coordinating and implementing the annual performance management cycle and ensuring that planned performance feedback is undertaken and observed for all staff.
- People development-identifying in a structured way staff training needs and developing clear plans to plug the gaps. These may include staff training and/or coaching etc.
- Work with Program Managers and Country Director to develop a talent management plan and a clear career progression pathway for staff with most potential for growth.
- Manage Talent Acquisition for TechnoServe Uganda to include job description development, advertising and leading targeted searches, short listing and interviewing, carrying out reference checks, and preparing offer letters. Develop and maintain a current database of potential candidates.
- Support the Country Director in managing compensation in Uganda by conducting salary surveys and developing and maintaining a Uganda Compensation Structure
- Provide training on the performance appraisal process, managerial skills and other topics as assigned. Must liaison with Global HR team on curriculum design and in some cases may deliver training that US HR has designed.
- Implementation of our new employee on-boarding program for all new hires.
- Documenting, interpreting and communicating HR policies and procedures to staff and at all times ensure that TechnoServe Uganda’s employee handbook and practices are compliant with all Uganda labor laws and HR best practices.
- Maintain Human Resource Information System records and compile reports from database. Responsible for ensuring completeness, accuracy and confidential management of employee records Handle employee relations issues
- Ensure appropriate Safety and Security Guidelines are completed and distributed to all staff and training is conducted for employee safety and security.
- Manage and administer local benefits program e.g. medical cover, insurance, NSSF, Pension Scheme etc. Act as the liaison between local employees and corporate benefits manager.
- Arrange for resident/work permit for expatriates or third country nationals.
Administration
- Oversee office administration including procurement management in coordination with finance.
- Manage staff working as administrative assistants, front office, office assistants. This will include performance management, assignment of tasks, managing work flow and other supervisory tasks

Requirement:
- Bachelor's Degree in Human Resources or related area required, Master's degree a plus.
- A minimum of 5 years of experience in a senior Human Resources Management role. Experience in an international organization preferred.
- Ability to objectively coach employees and manage through complex and difficult issues
- Proven ability to effectively resolve problems by using judgment that is consistent with standards, practices, policies, procedures, regulation and governmental laws
- Experience in developing curriculum and training
- Clear and concise communication skills
- Excellent computer skills (Word, Excel, PowerPoint)
- Strong interpersonal and cross-cultural skills
- Excellent oral & written presentation skills in English
