PSI South Sudan seeks candidates for the consultancy of Global Fund Finance and Compliance Manager. This individual will lead the financial management of PSI’s Program Management Unit (PMU) which oversees the consolidated Round 7 and Round 10 Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) malaria grants for South Sudan, including complimentary funding from the Canadian International Development Agency (CIDA). Together these programs represent a consortium of 9 NGOs as well as the National Malaria Control Program (NMCP), South Sudan. Activities include country-wide distribution of long lasting insecticide treated mosquito nets, capacity building of the NMCP including contributions to national surveys such as the Malaria Indicator Survey, and an integrated community case management of childhood illnesses (iCCM) program co-funded by CIDA. This consultancy will ensure appropriate financial implementation of the grants, and will entail working with sub recipients, the CCM, the Global Fund Secretariat, and the Local Fund Agent (LFA). This full-time consultancy is based in Juba, South Sudan with approximately 10% travel within South Sudan. This consultancy reports to the Global Fund Project Manager and will last through March 2014. It will be renewable depending on performance and follow on funding.
RESPONSIBILITIES:
• Provide financial oversight of subawards under the Global Fund and CIDA projects, including budgeting and forecasting, financial verification and reporting, and oversight of sub recipients • Responsible for providing analysis and oversight of sub-recipient budgets, including providing monthly burn rate analysis. • Work closely with relevant teams at PSI South Sudan and PSI headquarters to ensure compliance with donor policies, efficient flow of information and timely reporting to the donor. • Serve as resource person for management of contracts and keeps him/herself updated on relevant office guidelines and procedures as well as LFA standard check list. • Provide expertise regarding Global Fund and CIDA financial policies and procedures, and support the oversight and training of sub-recipient personnel in financial management and overall grant management process • Build the capacity of National and State MOH staff responsible for financial and administrative reporting • Other duties as assigned.

QUALIFICATIONS: • Master's Degree in Business Administration, Economics, Accounting or related field with strong financial management skills and at least 3 years relevant experience or Bachelors degree in the same, with 5 years related experience • 2-4 years of progressively responsible experience in financial management essential, relevant experience in South Sudan or other developing country is desirable • Ability to work independently with minimal supervision and to maintain flexibility in working hours. • Demonstrated ability to develop and maintain effective work relationships with counterparts • Excellent knowledge of computer software applications, Excel, Microsoft word, and Internet • Consistently approaches work with energy and a positive, constructive attitude • Demonstrates strong oral and written communication skills • Fluency in spoken and written English
