Programme Summary DAI Europe, together with Consortium partners, the Law and Development Partnership (LDP) and Social Development Direct (SDD) implements the UK Department for International Development (DFID) funded Access to Security and Justice Programme (ASJP) in Sierra Leone.
DFID’s Access to Security and Justice Programme (ASJP) supports the Government of Sierra Leone (GoSL) to implement key aspects of the Justice Sector Reform Strategy and Investment Plan 2011 – 2013 (JSRSIP II). The programme engages with GoSL Ministries, Departments and Agencies (MDAs) as well as non-state actors and focuses on improving access and service delivery of security and justice services nationwide.
As a DFID-GoSL partnership, ASJP ensures that the core principles of both primary stakeholders guide activity planning and implementation. As such, ASJP is a locally-driven programme with a keen focus on value-for-money and sustainability. ASJP’s long-term objective is to provide an exit strategy for DFID with the GoSL taking increasing responsibility for funding and delivering justice and security as core state functions. ASJP aligns with the JSRSIP II and centers around six key Outputs:
• Output 1: Local Needs Policing (SLP): Local policing services (by SLP) are more responsive and accountable to community needs and are more respectful of the law and human rights in focus districts • Output 2: Local Courts: Increased efficiency of local courts and increased capability to deliver services in conformity with the law and human rights standards in focus districts • Output 3: Informal justice providers and chiefdom police: Increased availability of skilled informal justice service providers and increased capability of providers and of chiefdom police to deliver services in conformity with the law and human rights standards in focus districts • Output 4: Criminal case processing: Faster and better processing of criminal cases • Output 5: Voice and accountability: Increased citizens’ and community engagement with justice services in focus districts • Output 6: Core capacity building: Justice sector effectively coordinated and managed by relevant agencies to ensure delivery of JSRSIP and foundations laid for sustainable long term justice delivery
Scope of Work
The Deputy Team Leader (DTL) will support the Team Leader in all aspects of ASJP programme management, focusing mainly on managing the district offices, and supervising the grants components of the programme. He/she will be based in Freetown, with frequent and regular travel to the district offices with up to 50% of time being spent in the field.
Tasks
The DTL will be responsible for the following tasks:
Support to Team Leader • Deputise on all aspects of overall management and responsibility of the programme and act on behalf of the ASJP Team Leader when required • Regular drafting and compilation of reports, as indicated by the Team Leader • Recruit new staff with Team Leader, and manage staff of ASJP in the absence of the Team Leader • Support Team Leader to provide timely and accurate reporting to DFID on all programme areas, with support of Cross Cutting Advisors and Output Team Leaders • Represent DAI/ASJP – along with Team Leader – at client meetings and otherwise as required • Finalise Terms of Reference (TORs) for short-term technical assistance – both national and international – and work with ASJP’s Head of Programme Support Unit to ensure compliance with agreed budgets • Review mission reports of Short Term (ST) experts, as requested by Team Leader
Supervision of District Offices
• Work in close coordination with the Team Leader and the Head of Programme Support Unit to establish and oversee administrative policies and procedures for district offices. • Responsible for the district offices, including administration, finances, and activity implementation at the district level • Directly supervise District Officers • Act as key liaison between district offices and the Programme Support Unit in Freetown • Support district offices in inputting data into DAI’s management and information system, TAMIS, and into the M&E system • Provide regular reporting to Output Team Leaders and Cross Cutting Advisors on the implementation of district level activities • Monitor the district office budgets, ensuring that appropriate funding requests are made to PSU within an appropriate amount of time • Travel regularly to the district offices
Supervision of Grants and Grants Administration
• Provide effective day-to-day management and oversight of the grant component of the program • Supervise the grants administrator • Work with district officers and output team leaders to develop grants that are implementable, and are in compliance with DAI rules and DFID regulations • Work with the M&E Advisor to ensure that grants are designed to provide results and data that feed directly into ASJP’s logframe and indicators
Any other tasks as required
Qualifications:
• Advanced degree required • Minimum 10 years experience in international development, with at least 3 years in management positions in the field • Long-term overseas experience in Africa preferred • Programme management experience in a post-conflict context required • Experience in managing teams from diverse cultural backgrounds • Experience managing large, complex grant programmes, with management of DFID grant/challenge fund programmes preferable • Experience working on DFID- or EC- funded programmes • Demonstrated excellent programme report writing skills in English required • Governance programming experience preferable • Experience and understanding of security and justice sector issues preferable
Authority and Supervision:
The Deputy Team Leader reports to the Team Leader.
