General Description of the Programme: GOAL South Sudan currently operates multi-sectoral programmes in Twic County, Warrap State, Agok and the Sobat Corridor. GOAL supports health, water, sanitation, livelihoods and informal adult education programmes. GOAL recently started a response to the refugee influx into South Sudan from Sudan in Upper Nile State, in Maban County.
The WASH component of the programme in Batil Refugee Camp, Maban includes the provision of safe water through motorised boreholes, and access to sanitation through shared latrine construction, hygiene promotion and planning for household latrine construction. The WASH situation in the camp still needs improvement as does the coordination between several WASH actors. Work will also continue into assessing and planning for the longer term WASH needs of the camp.
General Description of the Role: The Emergency WASH Coordinator will be working with the field-based team in Maban and also with the team in Juba. This will entail activities such as supervising hardware construction, team management, liaison with contractors and other WASH actors. At Juba level the Emergency WASH Coordinator will liaise with logistics, finance, HR and other programmes in order to facilitate the smooth running of the WASH response .
In addition to managing GOAL’s own WASH response within Batil the Emergency WASH Coordinator has a role representing GOAL as lead WASH agency and as a result coordinating with other WASH actors within the camp. This includes organising and chairing meetings, ensuring adequate information sharing, reporting up to Maban County wide coordination structures and ensuring any subsequent WASH working groups produce suitable outputs.
This is a field oriented job necessitating a considerable amount of time working on day to day management issues in sometimes challenging circumstances. Key Duties: Programme Management
- To assist in designing, managing and implementing GOAL’s WASH programme in South Sudan with a focus on the Maban emergency response
- To take part in needs assessments in Maban and other areas of South Sudan for development of the emergency programme
- To develop and monitor GOAL’s emergency WASH response plan in Maban updating as necessary
- To support the development of GOAL’s Emergency WASH Policy and Guidelines
- To support the WASH Team in developing Bill of Quantities (BOQs) for all WASH infrastructure being undertaken by GOAL SS
- To promote community participation and ownership through liaising with beneficiary communities, establishing, training and supporting community engagement and ensuring that activities are implemented to reflect coverage and prioritised needs.
- To support the WASH Teams in developing and implementing acceptable WASH Infrastructure designs, using appropriate technology where possible
- To support the WASH Coordinator and ACD Programmes in planning and programme development and application of management tools including the Budget Monitoring Tool
- Ensure relevant monitoring and evaluation systems are in place, with relevant reporting periods that result in the change to programme implementation as required
- To carry out any other reasonable duties as requested by the Emergency Coordinator
Logistics and Budget Management
- To review WASH related procurement requests from Field Managers, approve where appropriate and follow up with the Logs Co/Procurement Manager for timely delivery
- To support the WASH Teams in developing and reviewing activity based budgets for all WASH Programme and programme support components
Coordination
- Liaise with other WASH agencies working in Batil to develop clear 3W updates weekly
- Attend all WASH meetings relevant to Batil
- Ensure minutes and action points for such meetings are documented and circulated
- Liaise with agencies outside of Batil on the requirement for supplies in the camp
- Report needs and progress to Maban County coordination systems
- Liaise with the Global WASH Advisor as required
Capacity Building and Human Resource Management
- To support the WASH Field Managers in managing their teams, ensuring that program activities are completed within the specified timeframe and to acceptable level of technical and program quality
- To support the field WASH team in capacity building of the target communities and Local Authority where necessary
Reporting
- Provide input into SitReps as required
- Provide input to the field WASH Monthly Reports
- Provide input to donor reports
Requirements: Essential
- Degree in Civil/Water/Environmental engineering, or related field
- Experience of project management in an emergency response context
- Experience of working with communities and community-based organisations
- Experience of coordination of emergency WASH response with external agencies
- Experience in promoting community involvement and participation in programme implementation including set up and training of water user committees and sanitation committees and managing community relations and interaction.
- Previous experience of implementing rural water and sanitation projects
- Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee activities
- Ability to implement effective projects with sometimes limited resources.
- Excellent computer skills including familiarity with Autocad (latest version), Microsoft Word and Excel.
- Ability and willingness to work in remote areas for extended periods of time
- Outgoing personality with excellent communication skills.
- Good team player, flexible and capable of working with a multinational country team

- Experience of contract management highly desirable
