The SomReP Chief of Party will provide leadership of the project including programmatic, technical, logistical and administrative management components in order to ensure project objectives are achieved. The incumbent will lead efforts to identify causes of vulnerability and develop appropriate strategies to improve household and community resilience. The position holder will coordinate the actions of a technical team for the development of best-practice methodologies for their dissemination amongst SomReP partners. Moreover, the incumbent will lead efforts to develop a joint DME framework and develop monitoring mechanisms to ensure standardized implementation across SomReP partners. He/She will lead external representation and communication with donors, government entities and SomReP steering committee. The position will take the forefront in fund-raising and coordination efforts with a variety of stakeholders.
KEY RESPONSIBILITIES:
- Provide leadership to the technical team in assessment, program design, proposal elaboration and evaluation, leading to a well-designed and well-implemented program.
- Undertake comprehensive vulnerability assessment and disseminate results to all stakeholders; develop resilience oriented proposals/elaborated to be responsive to needs and aligned to donor priorities;
- Undertake Mid-term reviews and evaluations and ensure that lessons learnt are applied to redesigns as required.
- Responsible for technical support to SomReP partners through planning and coordinating technical support team to ensure adequate training, planning and monitoring of SomReP partners.
- Ensure budget monitoring and control for efficient use of donor resources.
- Ensure yearly external audit is undertaken;
- Timely reporting to donors, SomReP Committee and World Vision as required;
- Effective internal controls in place and functioning to facilitate SomReP partners activities;
- Ensure that policy and procedures are followed and SomReP resources are used as per donor requirements.
- Ensure effective administrative and security support to SomReP technical teams.
- Lead resource acquisition and donor engagement.
- Regular networking and engagement with donor community to keep SomReP committee abreast of new funding opportunities.
- Facilitate internal and external reporting in a timely manner to a variety of stakeholders, including SomReP Committee members, donors and World Vision Program Director.
- Ensure collaboration with other international, local and government agencies in a way that fosters linkages and information sharing to increase knowledge of SomReP approach.
KNOWLEDGE, SKILLS & ABILITIES:
- Masters degree in Community Development, Social Science, International Studies or relevant field.
- 8 years of experience in progressively responsible work in the design, management and implementation of resilience oriented programming in the Horn of Africa.
- Experience coordinating a variety of stakeholders.
- Strong leadership skills.
- Skilled in negotiation, diplomacy, networking and external engagement.
- Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills.
- Must adhere to set security standards.
- Ensure a gender perspective in the scope of work.
- Perform other duties as required.
- Must be a committed Christian able to stand above denominational diversities.
PREFERRED: - Training and experience in Livelihood programming preferably in the Horn of Africa.
- Experience leading a multi-agency consortium
- At least 5 years of professional work experience in pastoral agricultural or urban livelihood activities including livestock marketing and production natural resource management and animal health services value chain facilitation, agri-business, dry-land and irrigation farming, small savings groups, income generating activities and cash for work programming
