1) 1. Topic: Consultancy services – for provision of training for UNICEF staff that will facilitate (1) a unified vision, common understanding, systematic approach to the planning (2) monitoring of strategic communication interventions within the country programme through enhancing C4D capacity and (3) Peer Review of the Draft strategy for the C4D component of the new GOE-UNICEF country- (2 trainers for 5 days).

2. Background
Communication
for Development (C4D) has been defined as “a systematic, planned and
evidence-based process to promote positive and measurable individual
behaviour change, social change and political change that are integral
to development programmes, humanitarian work and the creation of an
enabling environment that will support the realization of human rights”.
(UNICEF NYHQ C4D Strategy Note 2006)
3. Objectives
The
purpose of the Annual C4D Training Course is to bring a unified vision,
common understanding and systematic approach to the planning and
coordination of strategic communication interventions within the country
programme. This training, in keeping with UNICEF’s global C4D
frameworks and developments, will familiarize UNICEF ECO Addis office
and regional staff with current theories, principles and practices of
C4D. Also to conduct an expert peer review of the draft strategy for the
C4D
component of the new GOE-UNICEF Country Programme 2012-2015 towards
assessment of the relevance, potential efficiency, effectiveness, impact
and sustainability of the programme strategies with provision of
recommendations for strengthening and refining.
4. Qualification of Firm and Experience Required
-Education background should include trainers with advanced degrees in social/behavioural sciences.
-Experience in both direct training and Training of Trainers within an international context.
-Demonstrated
expertise/experience across several social development areas including
health, nutrition, Water, Hygiene and sanitation, education, protection
and emergencies.
-Field
experience in analysis, design, implementation and monitoring and
evaluation related to evidenced based behaviour AND Social change
programmes.-Familiarity with rights-based and gender focused
programming.-Experience in developing and customizing C4D training
packages for specific programmes.-Familiarity or previous experience
training for UN agencies will be a particular asset.
