Helen Keller International (HKI) is a non-governmental, non-profit organisation whose mission is to save the sight and lives of the most vulnerable. The Organization fights the causes and consequences of blindness and malnutrition by establishing programs based on scientific evidence and doing research in the field of vision, health and nutrition. HKI is a technical support to the Ministry of health of the DRC since 2005. HKI DRC interventions include the implementation of a campaign of vitamin A supplementation at the national level, and interventions relating to routine supplementation of vitamin A and zinc as well as the nutrition education and the promotion of the Essential Nutrition Actions (ENA) framework.
RISE (Resources to Improve Food Security in Eastern Democratic Republic of the Congo) is a food security project integrating agriculture, nutrition, water and sanitation and governance. A cross cutting, element to all of these sectors components is Behavior Change Communication (BCC). The implementation of this project is guided by 3 main objectives: 1) the increase and diversification of food production and profit, 2) the reduction of chronic malnutrition of children under 5 years of age 3) the reinforcement of community resilience to food insecurity. RISE implementation involves several partners gathered under a consortium: Mercy Corps, the lead organization and Catholic Relief Services (CRS) which are responsible for the implementation of the agriculture and nutrition components. HKI is responsible for the implementation of the BCC component, which is a determining element that will contribute to the fulfillment of the project objectives. The BCC strategy aims at improving the uptake of services among the intended beneficiaries, to trigger a change in health care providers and community behaviors that will result in better health and agriculture outcomes for the families who will be served by the program. RISE BCC strategy is designed to influence the behavior and action of the communities, health care providers, agriculture producers and policy makers through the use of communication tools and techniques developed to create measurable change in behaviors related to health, nutrition and agriculture production practices. This strategy is the engine that will support the different components of the project for the effective promotion and efficient knowledge transfer for the initiation of an actual change in behavior to support sustainable agricultural production, improved nutritional practices and populations’ resilience to food insecurity. In the framework of the implementation of the RISE BCC strategy, HKI is seeking to recruit an experienced Technical Advisor in Behavior Change Communication to be based in Goma.
Organizational responsibility of the position: Under the coordination of the Director of RISE, in close collaboration with the team management of RISE and other partner agencies of the project and under the direct supervision of HKI Country Director , the Technical Advisor for behavior Change Communication oversees and coordinates the activities of a 3 persons team and assumes the following functions and responsibilities:
Position description: The specific responsibilities of the BCC Technical Adviser include: • Develops the overall BCC strategy for the project in cluding leading the formative research, identifying effective communication channels and supporting capacity building in training and communication among the consortium partners. • Serves as a focal point under RISE to issues related to the project BCC strategy. • Coordinates and supervises the implementation of BCC monitoring and research including formative research, and behavior and practice change through routine monitoring as well as evaluation. • Coordinates the implementation of health-nutrition first generation trainings targeting health zone management teams, as well as of ongoing training targeting project staff and agriculture extension workers of targeted health zones. • Develops and leads the implementation of a multidimensional BCC campaign (health and nutrition, agriculture, water and sanitation). • Supports the design, in close collaboration with the national programs of the Ministries of health and agriculture as well as with the other partners members of the consortium of the messages and for awareness-raising and advocacy tools to support the implementation of the campaign CCC.
Qualifications required: • University degree in communication, journalism, social science, public health • Proven work experience at least 7 years in the practice of information, awareness and advocacy in the agriculture or health sectors. • Prior experience leading and managing teams in a remote and difficult location. • Proven experience working with multiple partners and stakeholders. • Experience in the field of monitoring and evaluation, in the implementation of qualitative and quantitative research, in the development of messages and communication tools in the fields of public health, agriculture and water and sanitation. Prior experience in the implementation of KAP surveys and LQAS desirable. • Knowledge of new media channels, including use of new technologies for communication, relevant to the DRC context. • Very good command of English and fluency in French.
Type of contract: 2 years renewable
