Partners In Health seeks to recruit a competent and dynamic national to fill the position of a Human Resources Manager.
POSITION: Human Resources Manager
REPORTING TO: Director, Human Resources and Administration
LOCATION: Rwinkwavu
1. PURPOSE OF THE JOB:
Prepare the payroll, tax and National Social Security Fund returns and collect and update employee statistical data in line with the Human Resources policy and tax laws.
2. MAJOR RESPONSIBILITIES:
- Compute staff salaries, benefits/allowances, and other statutory deductions and generate monthly payrolls in line with the PIH Human Resources policy and Rwandan Labor and Tax laws;
- Prepare payments for temporary and casual staff and cooperative members;
- Prepare Caisse Sociale, Tax and other HR-related insurance payments;
- File all monthly payrolls, NSSF and tax returns;
- Handle all issues regarding staff salaries in line with PIH Policy;
- Facilitate the collection of HR statistics and file the related reports. Prepare quarterly statistics report;
- Prepare and submit NSSF declarations for both PIH staff and Cooperatives;
- Provide support for all HR-related payments/transactions including selected payments for expatriate, and national staff , and casual labourers;
- File copies of Organisational charts;
- Prepare and submit monthly, quarterly and annual activity and Statistical reports for the HR Director to review and follow up;
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
The following knowledge, skills and abilities are required for the job:
- Should have a university degree (A0) in management, Statistics, Information Technology or related field. Requires 2 years work experience, preferably within a NGO or UN agency. The job requires confidentiality, cross-cultural experience, understanding and sensitivity.
- Should have at least 2 years’ experience in Human Resources Management.
- Should be flexible, with high interpersonal Communication skills.
- Must have a clear understanding of the Labour and Tax Laws.
- Requires written and oral communication skills. Requires English fluency, both written and spoken.
- Must have knowledge of HR Information systems.
- Should have computer skills in Excel,Word, powerpoint, Access.
