Background:
UNRWA is the United Nations agency responsible for the protection, care and human development of a population of some 4.6 million Palestine refugees living in the Gaza Strip, the West Bank, Jordan, Lebanon, and the Syrian
Arab Republic. The Agency is committed to assisting Palestine refugees in maintaining a decent standard of living, acquiring appropriate knowledge and skills, enjoying the fullest possible extent of human rights, and leading a long and healthy life. UNRWA is by far the largest UN operation in the Middle East with over 29,000 staff. Most of the staff members are refugees themselves, working directly to benefit their communities – as teachers, doctors, nurses or social workers.
Responsibilities:
In accordance with Agency policy and procedures, the incumbent:
(A) Prepares biennial plans of work for the Education Development Centre;
(B) Supervises the implementation of the plans and programme of the Centre;
(C) Coordinates the work of the supervisory team attached to the Centre in educational activities leading to improvement of the quality of education through:-
i. In-service training courses for teachers;
ii. School supervision;
iii. Enrichment of the curriculum;
D) Provides professional assistance in the development activities of the UNRWA/UNSCO education programme, including the preparation of experimental materials, the organization and conduct of in-service seminars, workshops and summer courses;
E) Evaluates and assesses the results of the implementation of work plans and programmes and reports to the Field Education Officer accordingly;
F) Undertakes the administration (including budget, finance, supply etc.) of the Centre and directs and supervises the work of its staff;
G) Performs such other duties as may be assigned.
Requirements:
PERSONAL & PROFESSIONAL COMPETENCIES:
A. Academic and professional qualifications
i. A university degree in Education or
ii. A university degree in a subject directly related to in one of the subjects of the school or teacher education curriculum, together with either a minor in Education or a recognized teacher training certificate.
B. Experience
i. Eight years’ experience in education of which at least three years should be in teacher education.
ii. Experience in directing and supervising staff.
C. Language
Excellent knowledge of Arabic and good knowledge of English.
EQUIVALENCY
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by Human Resources and the Hiring Department. Short-listed candidates who fully meet the required criteria shall undergo technical and practical tests. For all posts, the weight allocated for the combined technical & practical tests is 60% and for the interview is 40%. The final recommendation for selection is based on the combined test results, interview assessment, Agency priorities and needs and the candidate’s profile.

TECHNICAL & PRACTICAL TESTS REQUIRED:
For short-listed candidates, the following tests will be conducted:
• Written technical test (80%).
• Computer test (20%), which includes:
- Word
- Excel
- Power Point
- Internet
The top 5 scoring candidates, given that none have scored less than 50% on any of the tests; will be invited for an interview.
