The Bureau for Institutional Reform and Democracy (BiRD) is looking for an excellent senior governance/NSA expert as team leader for a short-term mission under the Lot 7 FWC in Zanzibar.
Lot 7: Support to enhanced legislative and regulatory environment for Civil Society in Zanzibar
Starting period: February 2012 Duration: 45 w/d Location: Zanzibar Deadline for submission of CVs: 16/01/2012
Global objective The legislative and regulatory environment in Zanzibar supports civil society engagement, encourages compliance and discourages abuse.
Specific objective 1) Support the review of The Societies Act No. 6/1995 2) Support the formulation of an implementation plan for the NGO Policy of 2009 3) Support RGoZ efforts to improve the registration of NSAs and promote their compliance with relevant legislation and regulations 4) Support the consolidation and capacity development of the Civil Society Support Division located within the MoJCA
Senior Expert: Team Leader – Governance/NSA Expert Required profile: Qualification and skills - Education at least Masters Degree Academic level in Law, Political Science, Social Sciences, Development Studies, Public Administration or field directly related the present assignment - or at least 12 years of professional experience in the Governance sector
General professional experience - A minimum of 10 years of relevant professional experience in the "Governance" sector in the areas of support to democratisation/ Public administration reform/social accountability and transparency / enhancement of the role of civil society
Specific professional experience - Specific experience with policy formulation, planning, budgeting, monitoring & evaluation, and/or capacity and organisational development of public institutions for enhanced engagement with Non-State Actors - At least three previous assignments in the fields of democratisation/social accountability & transparency and enhancement of the role of civil society in comparable countries, preferably in East or Southern Africa - At least two previous assignments with strategic planning, capacity and organisational development of public institutions (including institutional and human resources management and development; designing and/or implementing of strategies/ measures to build the capacity of government agencies, such as training/mentoring/tutoring) - At least two previous assignments with designing and delivery of training/mentoring/tutoring and other forms of capacity development and organisational management support to Civil Society Organisations (in aspects of strategic and functional organisation, advocacy, internal governance, accountability and transparency and networking)
Additional requirements - Previous experience working on governance and social accountability issues in Tanzania and or Zanzibar a definite asset - Good understanding of the Cotonou Agreement, particularly in relation to the envisaged role of Non State Actors (NSA) in formulating and monitoring development processes a definite asset
Language skills - Proficient English essential, with demonstrated ability to deliver high quality written/oral work. - Working knowledge of Ki-Swahili an advantage
Main Tasks - Team Leader: shall ensure consistency in the policy and legal review processes and outputs, notably with regards to the NSAs engagement in the consultative process. - Policy Advisory support to the beneficiary institution and partner agencies - Capacity Development of beneficiary institution and partner agencies: Design and delivery of training/mentoring/tutoring and other forms of capacity development - Preparation of draft reports, guidelines & training plans
