Our client, Access to Finance Rwanda (AFR), is a fund initially sponsored by DFID and the World Bank. Other sponsors are likely to join in coming months. The overall aim of AFR is to help more people and small businesses achieve greater and more effective access to a deeper financial system in Rwanda. This entails a focus on rural and poorer communities, as well as micro and small enterprises. AFR will fund a wide variety of initiatives and investments in the financial sector using grants, loans, subordinated debt and other instruments.
The Survey Coordinator and Analyst (SCA) will report to the Technical Director. The SCA will have a crucial role in supporting the Technical Director in achieving AFR’s aims by coordinating and overseeing surveys and undertaking and managing quantitative and qualitative analyses. In addition, the SCA will help develop the first and subsequent annual business plans. The contract will be for three years with extension by mutual agreement and dependent on performance.
The SCA’s role will include but will not be limited to the following:
Ensure key surveys such as FinScope funded by AFR are conducted as efficiently and cost-effectively as possible;
- Ensure the results of the surveys are analysed, widely disseminated and used, especially inside Rwanda;
- Train outside firms and individual experts to undertake such analyses themselves;
- Act as an in-house resource for quantitative and qualitative analysis of survey and other data;
- Build and maintain strategic linkages with a wide range of stakeholders including: government ministries, departments and agencies, banks, microfinance and other private sector financial service providers, businesses providing services to these, NGOs and other organisations;
- Organisational, administrative and fiduciary responsibilities.
Education, skills and experience required include:
- A first degree or equivalent qualification in finance, statistics, accounting, business or other relevant field;
- At least five and preferably seven years’ experience working on and, ideally, overseeing large-scale quantitative surveys, preferably on a national scale. The SCA should also have similar length of experience undertaking quantitative and qualitative analyses;
- Have strong project management skills, or have some relevant experience to demonstrate that they might readily acquire them;
- Have experience training and building capabilities in others;
- Be familiar with SPSS or similar databases, or have some relevant experience to demonstrate that they might readily acquire them;
- First rate written and oral communication skills in both English and Kinyarwanda. Good written and spoken French would be an added advantage;
- Demonstrated previous ability to work well in a team and work under pressure to tight reporting deadlines;
- An individual with initiative, who is performance driven and has considerable planning and organizational skills.
Preference will be given to Rwandans and Rwandans who may currently be living abroad. AFR intends that over time all team members will be Rwandans.

Remuneration and other benefits in AFR are set to be competitive and independently benchmarked against a range of private and public sector organisations. Starting salary will depend on the experience and qualifications of the successful applicant.
