About ICCO and Kerk in Actie
ICCO is the Interchurch Organisation for Development Co-operation and Kerk in Actie is part of the Protestant Church in the Netherlands. Together they provide financial support and advice to local organisations and networks throughout the world that are dedicated to improving access to basic services, stimulating sustainable economic development and advancing peace and democracy. In the region Southern Africa, ICCO works in South Africa, Angola, Zimbabwe, Malawi and Madagascar. For this region, a Regional Office has been set up in Lilongwe, Malawi.
Responsibilities:
This is a joint position for ICCO and Christian Aid. Christian Aid and ICCO are developing a new programme in Malawi aimed at Value Chain Development and Private Sector engagement. This position will, together with colleagues, develop the joint Christian Aid-ICCO Sustainable and Fair Economic Development programme in the development of the programme. The focus of the Programme Officer for Value Chain Development is aimed at developing two or three value chains, applying the roles of programmatic development: strategic financing, brokerage (linking different stakeholders and networking), capacity development and lobby & advocacy. Specifically, this entails:
Contributing to development and implementation of a programme strategy for Sustainable and Fair Economic Development (SFED) in Malawi
Advising on and pro-actively participating in the development of Value Chains in two or three products (rice, jatropha and probably a third one).
Facilitating and encouraging the engagement of partners and stakeholders in the Value Chains
Responsible for facilitating and encouraging the engagement of partners and stakeholders in the Value Chains
Responsible for contracting and monitoring partners
Responsible for supporting and training ICCO and CA staff in the joint ICCO CA Malawi programme
Overall Job Objective:
A coherent SFED programme is developed and implemented jointly with the Malawi SFED team.
At least two Value Chains will have been developed.
There is proper engagement of partners and stakeholders
CA and ICCO Southern Malawi SFED team, and their partners, are supported and trained in Value Chain Development and Private Sector Engagement.
Tasks:
To contribute to strategy development of the programme
Chain development: Development of at least 2 value chains with attention for:
Strategic Financing or partners as well as monitoring
Brokerage (market development, identification of niche markets, ensure access to financial services, etc)
Capacity Development (assisting farmer groups, commercial enterprises with feasibility studies, business plans. Verify business-training needs of communities and arrange proper training)
Lobby and advocacy
Networking and publicity
Ensure sustainability of support provided to chain development by involving local support structures
Apply an inclusive approach with special attention to the private sector
Participate in development of interesting communication and public materials
Planning, Monitoring, Evaluation & Learning
Develop a PME system in cooperation with actors and producer organizations in the value chains
Ensure that PME is implemented and data are collected
Make a workplan within 3 months after starting the job, and submit reports timely
Develop an effective system of collaborative learning and knowledge management
Fundraising:
Identify opportunities for fundraising for the programme and be part of fundraising efforts.
Qualifications
Extensive working experience in Value Chain Development and/or Local Market Development
Strong Private Sector experience
Experience in linking interests of NGOs and Private Sector
Experience with access to finance for Value Chain Actors
Knowledge of certification systems is an advantage
A graduate qualification in business, economics, development issues coupled with years of experience or a postgraduate qualification
Negotiation skills
Networking and facilitating skills
Training and facilitation skills
Good communication skills, including intercultural communication and communication with ecumenical actors
Excellent language skills in English
