Background: The CRS Program in the Democratic Republic of Congo has been operating since 1961 and currently manages a large portfolio of public and privately funded programs in the sectors of Health, Livelihoods Security, Education, Justice & Peace, Emergency Response and Disaster Management. There is currently a national office in Kinshasa and five field offices in Bukavu, Goma, Lubumbashi, Kalemi and Lodja. Since mid 2010 CRS has been implementing nutrition programming in the Territory of Lodja (Province of Kasai Oriental) in response to emergency levels of malnutrition. This program implemented through health facilities located in the three Health Zones of Lodja, Ottoto and Lomela. CRS is seeking a Nutrition Program Manager to provide program management and technical oversight, working in close collaboration with Caritas Tshumbe and Ministry of Health staff in target locations. The Program Manager will be expected to spend 70% of his/her time in Lodja and surrounding zones of intervention.

Key Responsibilities: Program Quality and Management: 1. Oversee and ensure the successful implementation nutrition program activities under the UNICEF/ECHO supported Emergency Nutrition Program. 2. Lead the planning of project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines. 3. Use appropriate project management tools to plan, review and track progress on project implementation as well as on the utilization of project resources. 4. Develop and implement strong M&E systems using CRS tools and resources to maximize project impact on beneficiaries. 5. Continuously support the professional development of his/her team by providing clear orientation, feedback and learning opportunities. 6. Ensure adherence to PRONANUT protocols and guidance at the level of the participating health facilities, as well as a strong understanding of guidance of both CRS and Caritas nutrition program staff. 7. Identify additional technical assistant needs for CRS and partners and take the lead in developing SOWs and follow up with potential TA from the region/external as appropriate.
8. Collaborate with other CRS PMs to ensure effective program coordination/sharing of shared resources. 9. Assist with the development of complementary food security programming as appropriate. 10. Maintain up to date documentation related to project approval, monitoring and implementation.
Partners Accompaniment and Capacity Building: 1. Involve partners at all stages of the project cycle. 2. Working in collaboration with Caritas Tshumbe, develop a capacity building plan with the partners to strengthen local partners’ capacity and support plan implementation.
3. Ensure regular meetings with partners for strong communication and coordination. Reporting and Visibility 1. Prepare and submit required donor project narrative reports, quarterly performance indicator tracking tables, baseline and final evaluation reports, as well as other reports needed/required by the local government, donors, the region or headquarters. 2. Provide regular updates to government and non-government coordination bodies as requested.
Budgeting, Procurement, Financial Planning and Reporting 1. Ensure proper financial management systems are in place and followed in coordination with the Country Program Finance Team. 2. Ensure grant management compliance with donor regulations with support of the Country Program Compliance Team. 3. Ensure timely acquisition of project inputs through close collaboration with the Kinshasa based procurement staff.
4. With support from the finance staff in Lodja/Kinshasa and the Compliance Manager in Kinshasa, prepare finance reports for projects under his/her supervision. 5. In collaboration with the finance staff in Lodja/Kinshasa and the Compliance Manager in Kinshasa, review and analyze budget comparison reports and take necessary steps to ensure proper management and utilization of budgets. Coordination and Communication: 1. Ensure systems are in place for the proper documentation of meetings and timely circulation of resulting information/outcomes. 2. Help with the coordination of visits of CRS, donor and partner staff as needed. 3. Work closely with relevant support teams to ensure systems are in place that will enable timely receipt and distribution of all project materials and supplies. 3. Support the research, documentation and sharing of lessons learned/best practices for CRS emergency interventions. 4. Maintain strong communication with other PQ colleagues and Regional staff, including Technical Advisors, as appropriate.

Ensure the strong supervision of National Staff program staff based in Lodja.
2. Carry out regular coaching, planning and performance evaluation activities as per CRS guidance.

Key Relationships: Internal: Base Manager Lodja, Head of Programming, Deputy Head of Programs/Kin, Management Quality Coordinator, Compliance Manager, Support teams in Lodja and Kinshasa, Country Representative. External: Caritas Tshumbe partner staff, other organizations operating in the health sector in Lodja Territory (MSH), GODRC Health Zone Directors and Health Facility Teams.
Qualifications: 1. Master’s Degree in public health and/or nutrition.
2. Minimum 3 years experience working in international development or emergency programs.
3. Demonstrated strong ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc. 4. Ability to work independently, but also coordinate effectively as part of a team. 5. Ability to lead a multi-cultural team with a high level of respect for local culture. 6. Strong analytical and organizational skills. 7. Experience with capacity strengthening and partnership building. 8. Capacity to work closely with, understand, and support local partners. 9. Excellent written and spoken communication skills in English. 10. Strong written and spoken communication skills in French. 11. Strong computer skills (MS Word, Excel, Outlook and Power Point). 12. Technical capacity health and/or nutrition. 13. Experience in working with grants funded by OFDA and UN Agencies preferred.
14. Knowledge of guidelines for emergency nutrition program. 15. Ability and willingness to work and live in diverse, challenging and potentially unstable environment. 16. Proficiency in French required.

Physical Requirements/Environment: The Program Manager will be based in Lodja and Kinshasa. Up to 80% of the Program Managers time will be spent in Lodja to ensure strong oversight over program interventions and supportive supervision to the project staff.
