Kenya Red Cross Society is one of the largest humanitarian organisations in Kenya. Its vision is to be the most effective
most trusted and self-sustaining humanitarian organisation in the country.
Global Fund is an international institution that invests the World’s money to save lives. The Global Fund works on the
principles of ownership, accountability and results. Kenya has for a number of years been a beneficiary of fund from
the Global Fund against Malaria, TB and HIV and AIDS. The country has once again been awarded the Global Fund Round 10 Grant to cover Malaria and HIV and AIDS interventions for the next 5 years.
The Kenya Country Coordinating Mechanism (KCM) subsequently appointed Kenya Red Cross Society as the Principal Recipient (PR) for the Non State actors, so as to manage, coordinate and implement the Global Fund Round 10 HIV and AIDS Grant.
Kenya Red Cross Society issued an Expression of Interest on 8th March 2011, requesting organisations to submit
applications for inclusion in the National programme as implementers. Kenya Red Cross Society is, therefore,
requesting for Consultancy services to evaluate the Expression of Interests submitted by the organisations for
inclusion as implementers/ sub recipient in the Global Fund Round 10 HIV Programme.
Overall Responsibility:
The consulting firm or institution will review and evaluate the Expression of Interest applications that were received
based on PR developed and the KCM approved criteria and recommend organisations that qualify to be included as sub
recipient/ implementers.
Specific Objectives
- To select sub-recipient from all the submitted applications based on the set criteria of Selection.
- To identify and document the profiles of the selected sub recipients.
Deliverables
- Clear documentation of the assessment process. (Guidelines and formats for documentation required will be provided).
- A short list or recommended applicants.
- Comments made by the PR and the HIV and AIDS ICC advisory on the consultant’s report.
Qualifications
The registered consulting firm should have a team with the following expertise:
- A lead consultant with a Post Graduate Degree in Public Health, with at least 5 years experience in HIV and AIDS programming. Knowledge of Global Fund programme implementation is an added advantage.
- 1 Expert with Postgraduate Degree and Basic Degree in Public Health.
- 1 Expert with Postgraduate Degree in Public Health and a Clinical Background.
- 1 Expert with Postgraduate Degree in Monitoring and Evaluation.
- 1 Expert with Postgraduate Degree in Organisational Development.
- 1 Expert with Legal Expertise.
- 1 Expert with Financial Management qualifications with a bias in Programme budgeting and Budget analysis.
- 1 expert in Audit.
All the experts should have:
- At least 3 years experience in Planning and Implementation of HIV Projects.
- Good understanding of Community Programming.
- Good knowledge of National Strategies for fighting HIV and AIDS and Global trends on HIV and AIDS.
- Understanding of the Civil Society and private sectors in Kenya.
- Should not have a conflict of Interest in the sub-recipient selection process.
