Responsibilities:
The Technical Advisor will manage the implementation of the one year UNFPA SMARTChoice project, as well as provide management and technical assistance for the Global Fund HIV/AIDS prevention project. Responsibilities include but are not limited to:
- Provide technical (clinical and non-clinical) leadership on the provision of family planning (FP) and HIV services.
- Ensure programs adhere to current internationally accepted health service delivery norms and standards.
- Coordinate with Reproductive Health (RH) and HIV/AIDS local partners and other PSI platforms in the design of FP/RH and HIV/AIDS programs.
- Facilitate training and technical assistance to improve the capacity, impact and/or cost effectiveness of PSI/Liberia FP and HIV/AIDS service delivery programs.
- Provide technical and managerial oversight for networks of FP and other RH service providers, in partnership with PSI/Liberia, such as: clinics, pharmacies and mobile educators.
- Manage program procurement planning, budgets and complete financial and other reporting as required by the donors and PSI/Washington.
- Manage external relations with donor, local government, NGOs, health clinics and pharmacies.
- Provide technical capacity building for staff.
- Master's degree in a relevant subject (MPH, clinical disciplines, demography, etc.).
- At least 3-5 years experience with voluntary FP, RH and HIV/AIDS health projects, particularly service delivery projects targeted for youth.
- Proven record of excellent management, leadership, decision making and interpersonal skills
- Demonstrated experience building the capacity of in-country platforms and organizations to improve family planning and/or HIV/AIDS projects.
- Past experience in Liberia is desirable as well as local language capabilities.
- Effective English oral and written communications skills.
- Expertise in at least one of the following areas: procurement and logistics, marketing and sales, research and metrics or finance is strongly preferred.
- Proven ability to supervise and coordinate a diverse team with a number of responsibilities.
- High energy, ability to lead as part of a dynamic team environment and willing to be accountable for aggressive results.
- Familiarity with the international donor community.

The successful candidate will have strong financial management and budgeting experience; exhibit strategic thinking ability; excellent interpersonal and cross-cultural skills; strong attention to detail; ability to work efficiently and quickly under pressure; strong interest in private sector approaches to development; and proven ability to produce results and meet objectives under difficult circumstances.
