ORGANIZATIONAL SETTING:
The GBV Coordinator, Gulu Sub-Office, works under the supervision of the Senior Gender Based Violence Coordinator based in Kampala. The GBV Coordinator will oversee UNFPA’s multi-sectoral GBV prevention, response and coordination efforts in the Acholi Sub-Region as well as support implementation of UNFPA’s 7th Country Programme in focal districts in the greater North. The Coordinator is directly responsible for the implementation and coordination of GBV programming with local government, NGO and civil society partners; representation of UNFPA on the UN Acholi Team; management of the sub-office; and direct supervision of district based GBV Coordinators, a Reproductive Health Officer and other support staff working in the sub-region.
DUTIES AND RESPONSIBILITIES:
Technical Leadership • Coordinate UNPA activities to advocate for and support GBV, RH and population activities in Northern Uganda. • Support sub-regional implementation and coordination of UNFPA-led programmes ensuring that lessons learned from previous implementation are applied and documentation of lessons and best practices continue. • Provide oversight to UNFPA GBV coordinators in Pader/Kitgum/Soroti to ensure that they are actively identifying opportunities, providing relevant integrated technical and programme assistance to advance GBV work in their respective districts, and planning and coordinating gradually transforming from multiple sub-office locations into a regional presence and respective office in Gulu. • Develop/strengthen GBV coordination mechanisms in place at district and regional levels. • Provide technical advice to regional partners on issues related to the protection of women and girls. Support a comprehensive approach to addressing physical protection issues and develop relevant GBV prevention strategies. • Support development and implementation of GBV Standard Operating Procedures and related policies and practices in all districts in the region. • Identify capacity gaps and provide technical support to regional partners in trainings around gender/ GBV & seek for opportunities of capacity building of duty bearers at all levels, including service providers and NGO’s CBOs. • Coordinate relevant training sessions for multi-sectoral prevention and response actors to build local capacity to prevent GBV and respond with adherence to the Guiding Principles. • Provide technical support to the development of relevant advocacy and policy documents to address GBV and broader gender issues at the regional level. • Consolidate existing assessments on the GBV situation in that setting and/or engage the populations in conducting relevant participatory analyses, rapid needs assessments, etc. of GBV. • Provide regular situational updates to senior management to enable policy dialogue and advocacy to be taken up at national level. • Participate relevant humanitarian planning and programming, as necessary, including contingency planning, UN “Flash” and other emergency appeal mechanism and recovery processes and documents.
Partnerships and Coordination • Facilitate inter-agency, multi-sectoral GBV working groups & liaise with the protection umbrella (coordination groups) at regional and district level. • Pro-actively identify new partnership opportunities and ways to involve grass root organisations in GBV coordination. • Actively promote and support delivering as one initiatives and the UN Area Coordination efforts in the region. • Represent UNFPA to donor missions, assessments, evaluation to Northern Uganda.
Monitoring and Evaluation • Support partners to adopt and collect information using the Gender Based Violence Information Management System (GBV Integrated Management System); identify opportunities to use aggregated data to strengthen programming. • Organize and support regular inter-agency monitoring among local district, NGO/CBO partners, and service providers. • Collect and compile program activity information, evaluating progress toward achievement of program outcomes.
Administrative and Miscellaneous Duties • Ensure full awareness and adherence to all organizational policies (travel, vehicle, procurement, human resources, etc). • Liaise with Operations Manager and Sr. GBV Coordinator to strengthen Country Office support to field based offices and staff. • Administrative oversight including: development of travel plans, certification of TAs and petty cash expenditure, review of monthly attendance and leave records, among others. • Ensure organizational equipment and assets are maintained and used in accordance with UNFPA policies and business practice. • Support supervisees to develop Performance Appraisal and Development plans and provide regular feedback and support to facilitate professional development of staff and ensure their safety and well-being.

QUALIFICATIONS AND EXPERIENCE: • Advanced university degree in social work or other social sciences, public health, community health, gender and development or related field • At least five years of increasingly responsible professional experience in the field of gender, development and population activities • Prior training in gender issues and their application in international humanitarian or development settings. • Practical experience in GBV programme development and management and technical knowledge and experience in GBV prevention and response using a survivor-centered approach highly desirable • Knowledge of reproductive health, HIV and protection issues in humanitarian and post-conflict recovery settings. • Knowledge of humanitarian reform, emergency operations and roles/responsibilities of humanitarian actors • Knowledge, skill, and experience in participatory methods for community development and mobilization. • Fluency in English
