The Canadian Red Cross Society (CRCS), a non-profit, humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world, is currently seeking a Food Security and Livelihoods Project Manager for our program in Sudan.
The Food Security Livelihoods Program Manager will be responsible for the successful start up and effective implementation of the Canadian Red Cross (CRC) Community Resilience Project in Eastern Equatoria and Kassala States in Sudan. This project is multi-faceted and has multiple partners, including the Netherlands Red Cross, the German Red Cross, the Austrian Red Cross, the Sudanese Red Crescent and Guelph University. The Program Manager (PM) will therefore be responsible for building strong relationships with the partners, ensuring effective collaboration and communication. In addition, the Manager is expected to work closely with other Movement and non-Movement partners in the region to ensure that the CRC partnership is coordinated and complementary to other support.
The PM will support the National Societies of Sudan (both North and South) to ensure development of the National Societies (NS) capacities at all levels in a sustainable manner and in accordance with the mandate and mission of the Red Cross Red Crescent Movement. The Program Manager will be responsible for overall management and budget control, local staff supervision, and the monitoring and evaluation of the program.
KEY RESPONSIBILITIES:
• Responsible for overall management of the program, including budgeting and the monitoring of expenditures • Maintain ongoing contextual analysis of food security and livelihoods (in addition to broader social, political, seasonal, and security consideration), especially in programme areas, and evaluate the relevance and appropriateness of current/future CRC programming in relation to food security, livelihoods, and disaster risk reduction. • Responsible for providing technical advice regarding CRC food security and livelihoods project strategies, policies, plan and guidelines for project implementation. • Coordinate and oversee the CRC Community Resiliency Project; ensuring an integrated and participatory approach with, local Government, Partner National Societies, communities and other NGOs to ensure consistency and to avoid duplication. • Ensure quality and integrity of implementation in a participatory manner, including adherence to relevant Ministry of Agriculture Protocols, technical guidelines, administrative systems, established information needs, and internal/external deadlines • Support the collaborative development of the Program Implementation Plan (PIP) required by the donor • Support the collaborative development of a program evaluation framework and establish Key Performance Indicators • In collaboration with partners, prepare reliable internal and external reports for CRC, donors, or other stakeholders as appropriate – ensuring that all donor programme reports are submitted within contractual deadlines. • Develop programme monitoring systems that include participatory methods for gauging activity progress, effectiveness of CRC facilitation, achievement toward objectives, ability to measure stated indicators, programme adherence to methodology, and financial expenditure. • Oversee the recruitment , training and follow up of new program staff in Kassala and Easter Equatoria • Participate in Food Security and Livelihood working group meetings and other relevant humanitarian coordination forums as required • Represent the Canadian Red Cross in Sudan, as required.
QUALIFICATIONS:
• A university degree in social sciences, economics or a related field; or an equivalent combination of education and experience. • Previous experience working for a humanitarian aid organization in a developing country is required. Work experience in Africa is preferred. • Minimum 5 years experience in a project management role, preferably in a development context. • Minimum 3 years experience in food security and/or livelihoods sector. • Demonstrated experience in staff management and development. • Demonstrated experience in developing and conducting training and in sustainable knowledge transfer. • Demonstrated experience in project financial management; budget preparation, financial reporting, and forecasting. • Demonstrated ability in networking and developing relationships with various partners and stakeholders; • Demonstrated ability to work in high stress environments with minimal supervision; • Strong commitment to the Principles of the Red Cross Red Crescent Movement; • Strong initiative, diplomacy, flexibility, and sound decision making skills are required; • Strong communication skills, both written and verbal, in English are required.
