Job Purpose:
Formulate and articulate energy sector policy and strategies, engaging South East Asian Countries governments in policy dialogue, and conducting ADB's activities to support sector policy and reforms. Identify, develop, implement and administer loans, formulate Technical Assistance (TAs) projects, and non-lending products and services (NLPS) in the energy sector, and implement the TAs. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.
Expected Outcomes:
a. Strategy and Planning
- Support the development of policy and strategies for the energy sector in assigned DMCs, in consultation with relevant government agencies and Resident Missions (RMs).
- Conduct policy dialogue and develop policy based programs to assist governments in undertaking energy sector reform, ensure efficient use of resources and encourage participation of the private sector.
- Identify investment opportunities in the energy sector with governments for sustainable economic growth to support poverty reduction especially in rural areas.
- Participate in country teams and provide sector inputs for Country Partnership Strategies.
- Conduct economic, thematic and sector work in the context of sustainable policy reforms development of the energy sector
- Coordinate with RMs and other development partners in the energy sector for consistency of approach, exchange of experiences and ideas, and continuous improvement of practices and integration of energy sector policy commitments to the development/management of projects.
b. Project Management
- Develop, process and administer loan and technical assistance (TA) projects in the energy sector, possibly with moderate to high levels of risk and complexity.
- Liaise and coordinate with development agencies on program loans and investment projects.
- Ensure key technical, economic, financial and crosscutting issues are incorporated into projects.
c. Knowledge Sharing
- Develop and maintain a suitable network in the energy sector to keep abreast of the latest developments and issues.
- Contribute to activities for advocacy, dissemination and knowledge building around energy sector issues.
d. Staff supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.
Educational Requirements:
A university degree in either electrical or mechanical engineering; preferably at post-graduate level or its equivalent
Relevant Experience And Other Requirements:
- Suitability to undertake the responsibilities mentioned above at the required level
- At least 8 years of relevant professional experience in energy sector including renewable energy development
- Excellent oral and written communication skills in English
- International development experience working in development in several countries
