Background
The Technical Assistance New Partners Initiative project (TA-NPI) is a four-year CDC/ HRSA -funded program working in Haiti, Kenya, Rwanda, Ethiopia, South Africa, Tanzania, Mozambique, and Uganda. The project is designed to provide technical assistance and organizational development support to twelve implementing organizations working in HIV & AIDS that recently received funding from CDC and HRSA under the President’s Emergency Plan for AIDS Relief (PEPFAR). As part of the New Partners Initiative (NPI), the project aims to build the capacity of organizations to work at the community level, support long-term responses to HIV & AIDS and increase the number and diversity of organizations working with the United States Government (USG) to address HIV & AIDS around the world.
About Sophumelela Clinic
Sophumelela Clinic Incorporated (SCI) is a non-profit faith based organization that was formed by the First City Baptist Church, Buffalo City, Eastern Cape, South Africa in 2005. SCI exists to provide comprehensive clinical, social and spiritual care to HIV impacted people and their families in a faith environment within the greater Buffalo City Metropolis (East London).
Through the NPI program, CDC is funding Sophumelela Clinic to provide HIV prevention and education program to the youth, in-school and churches around Buffalo City; voluntary counseling & testing to the community around; and end of life care for people living with HIV/AIDS at the Dignity house including a home based care program.
TA-NPI seeks a dynamic, competent and highly motivated consultant to provide technical assistance (on and off site) to Sophumelela Clinic to develop tools and processes for collection, analysis and utilization of information (including quantitative data) for management to monitor SCI and evaluate the operation of processes and effectiveness of their impact. Broader use of the information to inform stakeholders and to guide staff will also be encouraged This will involve a period of up to 3 months with a total input of 30 days.
Scope of Work
General
The consultant will build the capacity of Sophumelela Clinic staff in establishing/ strengthening their system to identify necessary information for monitoring & evaluation and processes and tools to enable them to collect, review, analyze and use information (“data”) for decision making.
Specific Activities
• Assist SCI M & E Officer to identify/ review the data required by & from each department/ program;
• Assist SCI M & E Officer develop systems including data collection tools, verification and validation processes, data analysis methods and report use and sharing mechanisms;
• Build the capacity of M & E Officer & departments/ programs on use of the collected information and an appropriate software or electronic files for current and historic review of data, interpretation through graphic manipulation and production of standard and bespoke reports;
• Assist SCI M & E Officer develop/ strengthen data quality assurance mechanism;
• Present M&E Plan (structure, functions, responsibilities, etc) to Management/ Directors
Project management
The Consultant will work with the M & E Officer (lead counterpart) and with the General Manager and departments heads: Head of HCT, Head of Dignity House, Prevention Educator, Clinic Director. The NPI Advisor located at SCI will be the key contact for the consultant regarding scheduling of visits. The TA-NPI specialist for M&E, based in Kampala, will review the approach proposed by the consultant and any amendments to that approach will require approval of the M&E specialist in Kampala and the NPI Advisor.
Deliverables
• An Inception report (within two weeks of signing/ after five days input):
o Identification of process involved to strengthen SCI systems
o Provide an assessment of the existing challenges in the M &E System and how you will fill the gaps
o Development of framework for the collection and storage of information that will ease report production and retrieval of information by authorized persons (may involve specifications for an electronic database)
o Dates for proposed future visits with task plan
o Month by month activity plan with milestones for consultant and results that can be identified by Sophumelela
• Monthly progress reports (at end of each calendar month since signing):
o Detailing all e-mail and phone contacts
o Tasks agreed for coming month including those of Sophumelela staff and NPI Advisor
o Dates of visits by consultant in coming month
• Final report two week later after the last contractual day
Required Qualifications:
The qualified candidate will have training or extensive experience equivalent to a Master’s Degree in Public Health, Social Work with particular emphasis on monitoring and evaluation or quality management systems.
Experience
• At least five years of professional experience in providing technical assistance and capacity building support to civil society organizations; experience with primary healthcare and faith-based organizations would be beneficial.
• Strong background and experience in M&E systems, preferably related to PEPFAR or international donor programs.
• Familiarity with clinic health systems, records and the continuum of clinic, home-based and palliative care
The consultant will report to the TA-NPI Project Director (based in Kampala, Uganda) who will be represented by the NPI Advisor based at Sophumelela. The position will be based in the Sophumelela Clinic, East London in South Africa. The working language will be English.
