Conflict Resolution Training Consultant - Somaliland and Puntland

The purpose of the consultancy is to design one training curriculum on conflict resolution based on Somali traditional methods, in line with international human rights standards and including constructive tools (i.e. methodology information - forms, monitoring tools, etc.) from local and other international contexts.

The specific objectives of the consultancy are:

i. To draft a training curriculum for Somali traditional elders which includes mediation and conflict resolution techniques to be used at the district level in Ainabo and Elafweyne (Somaliland) and Bosasso and Galkayo (Puntland). ii. To train members of the District Peace Committees on conflict resolution techniques on the basis of the curriculum.

BACKGROUND

Danish Refugee Council in Somalia was initiated in 1997 and implements significant projects across Somalia focusing on assistance to returning refugees, IDPs and host communities. DRC Somaliland and Puntland programmes operate within a regional framework (Horn of Africa and Yemen) and incorporate three major objectives to strengthen right to live, right to livelihood and right to protection.

The overall objective of the ACT program (Action against Conflict and for Tolerance) is to work towards peace and protection and strengthen Somali based capacities and practices for protection of human rights and conflict resolution in Ainabo, Elafweyne, Bosasso and Galkayo. To achieve these objectives, the main activities will consist of consultation and dialog between the traditional leaders, women, youth, minorities and IDPs in addition to input from other organizations working on conflict resolution.

SCOPE OF CONSULTANCY

The scope of the consultancy will include the following:

i. Conduct a literature review of traditional Somali adjudication techniques. ii. In collaboration with other organizations, conduct an evidence based assessment about fair mediation and conciliation techniques in Somali culture which includes both substantive and procedural elements, compensation and restitution (if applicable).
iii. Conduct consultative meetings with the District Peace Committees and participating organizations for their input and explanation of their traditional mediation techniques. iv. Develop a conflict resolution training curriculum in English through an interactive process with other participating organizations highlighting case specific and district-wide mediation approaches in the Somali context. The conflict resolution training curriculum should be in-line with international standards and should also draw on successful techniques and examples from other traditional conflict resolution practices. a. Concepts of conflict resolution, compensation and restitution at both the local and district level b. General case identification for both civil and criminal cases c. Case evaluation d. Role of adjudicator e. Perpetrator / victim’s rights f. Documentation g. Follow-up v. Develop training aids (for both literate and illiterate participants) to complement the training curriculum vi. Provide training to members of the District Peace Committee and others involved in conflict mediation.

The Consultant expressly transfers to DRC all patents or copyrights related to any work created in connection with services provided.

METHODOLOGY

It is anticipated that the consultant will use following steps listed below. However, this information is given as an indication only, and that consultants shall be free to propose their own estimates. a. Desk review of key literature about traditional Somali mediation techniques b. Interview and consultative meetings with key informants and representatives of collaborating organizations involved in conflict mediation in Somaliland and Puntland. c. Extensive field visits to Elafweyne, Ainabo, Galkayo and Bosasso.

EXPECTED OUTPUTS

a. A literature review not exceeding 15 pages of key findings under component 3 i and ii. b. Literature review submitted to DRC upon completion. c. A conflict resolution training curriculum which addresses the issues outlined above and will accomplish the above objectives. d. Training aids developed to complement the training curriculum. e. Training conducted for members of the District Peace Committee and others involved in conflict mediation in Ainabo and Elafweyne (Somaliland) and Galkayo and Bosasso (Puntland) respectively.

CONSULTANT REQUIREMENTS

i. The Consultant should have experience with traditional conflict resolution and/or peace building preferably in Somali context. ii. Experience in creating curriculum training, including training aids. iii. Proven ability to conduct field based training. iv. Proven ability to design and actualize evaluation methodologies and to write clearly and concisely in English. Writing samples may be requested. v. Strong analytical / data analysis skills vi. At least 5 years’ experience in human rights law, education or other closely related field. vii. Experience with the Somaliland / Puntland context is an asset viii. Independent from parties involved.

CONDITIONS

The Consultant must be available to commence the consultancy in June 2011, and must be available for a period of six months.

DRC will provide travel to the field and arrange local transport as required. Field transport will be organized and provided in line with DRC security procedures in Somalia. The Consultant is required to obtain travel insurance for travel within Somalia as per DRC policy, the estimate cost is approximately 27 DKK ($5) per day and will be paid by the Consultant. Additionally, the Consultant is required to pay a cost recovery accommodation fee of 30 USD for Hargeisa, Bosasso and Galkayo and 5 USD for all field locations. The consultant should include these fees in their budget proposal.
