SCOPE OF WORK IRC is implementing a large Community-Driven Reconstruction program in DRC, working in partnership with 1,800 villages across five districts and benefiting more than 2.3 millions Congolese citizens as they work to rebuild their country. The CDR Construction Manager oversees IRC’s construction and rehabilitation activities in South Kivu Province. These activities primarily entail infrastructures related to primary health care programs (health centers), school facilities, roads and bridges, as well as ground-water systems. The projects are implemented either directly by the communities or through an entrepreneur. The position therefore focuses on managing the design, tendering, construction and field supervision of over 500 village-level constructions and 70 large community projects and to ensure they are conducted to a high professional standard and within the required timeframe.
The position reports to the Community-Driven Reconstruction Coordinator in South Kivu.
Contract Management 1. Design all drawings, BOQ’s and technical specifications for community projects to ensure compliance with national and international standards while taking into account local constraints 2. Supervise the quality and accuracy of BOQs and drawings for small scale projects. 3. Supervise all call for tender and ensure the process is transparent and completed within the required timeframe. 4. Ensure the timely implementation of the construction portfolio 5. Act as primary focal point for all contractors, including for issues related to construction quality, payments and contract amendments. 6. Evaluate the feasibility of alternative implementation procedures for remote, or difficult to access sites
Staff Management 1. Manage the construction team; provide leadership and supervision 2. Evaluate technical quality of current CDR technicians, and review associated organigram 3. Actively promote staff development and conduct mainly on-the-job trainings to ensure increased program quality 4. Ensure adequate mechanisms are put in place to minimize corruption and fraud within the program’s construction component.
Field Supervision 1. Ensure adequate supervision of all ongoing constructions 2. Monitor quality of construction and ensure minimum standards are maintained throughout all key steps. 3. Proactively tackle all issues identified on the construction sites by meeting with contractors and building the capacity of the site supervisors. 4. Ensure a comprehensive and complete monitoring mechanism is set up including site books, visual and written reports and copies of all key documents on sites (plans, contracts,..)
REQUIREMENTS:
• Degree or equivalent experience in construction or engineering. • 2+ years of construction site management and/or engineering experience, preferably in an international setting and/or in Africa. • Water and sanitation engineering/construction experience. • Ability to work independently while being a strong team player. • Ability to work well under unstable security, administrative, and programmatic pressures. • Culturally sensitive and ability to show flexibility (balance between quality of the construction and respect of community decision making process) • Advanced knowledge of usual desktop software such as Word, Excel, and Outlook and engineering / drafting related software. • French language skills required.
Specific Security Situation/Housing:
The Construction Coordinator will be based in Bukavu, South Kivu. The security situation is generally stable, but caution is still required as pockets of instability remain. S/he will live in comfortable shared housing. This post is unaccompanied.
