Project/Proposal Summary:
MSI is seeking applications for a Chief of Party position for a program working in North and South Kivu in the Democratic Republic of the Congo to promote economic growth, stabilization, and good governance. MSI has been working in the Kivus for nearly two years on these activities. Qualified applicants must have expertise in stabilization, grants management, community-driven reconstruction, economic growth and rural income generation, and work with local government on good governance.
Position Summary:
The COP will have ultimate responsibility for achieving program results and reporting to USAID.
Responsibilities:
· Serve as principal contact with USAID, government (national and local) counterparts and non-governmental stakeholders on program communications and technical implementation activities;
· Develop strategic partnerships with other USAID projects and international organizations such as the United Nations to achieve program objectives;
· Design and develop targeted strategies to respond to technical issues around stabilization, economic growth, and good governance;
· Manage, lead and oversee a project management team, including local Congolese staff, in diverse and difficult geographic areas;
· Ensure compliance to the subcontracting and grants management plans and overall contract compliance, reporting, security policies, and program results;
· Develop annual work plans and quarterly reviews, Monitoring and Evaluation plans, and reporting with USAID and other partners;
· Responsibility for final delivery of all project results to USAID on time and on budget.
Qualifications:
· Experience in the DRC or Great Lakes Region of Africa and post-conflict environments;
· Experience initiating and managing a participatory process of technical input and implementation involving multiple stakeholders;
· Institutional strengthening and capacity building in stabilization, economic growth, and good governance;
· USAID project management experience a plus;
· Demonstrated work with international donors, such as UN forces, etc. in conflict areas;
· Grants management and procurement/infrastructure experience;
· USAID COP experience (or equivalent);
· Strong leadership and communication skills and ability to manage and be flexible in difficult and challenging circumstances;
· Track record of providing deliverables on time and within budget;
· Masters degree or equivalent in relevant field and a minimum 6-10 years of field experience.
· French and English fluency essential.
