Position Description:
The TO, Monitoring and Evaluation undertakes functions for the coordination and management of the ROADS II project monitoring and evaluation activities in Djibouti. With technical support from the AD M&E/SI, he/she will specifically provide technical guidance on design, development and implementation of the project M&E strategy, build capacity of GORD partners, local IPs and in-country project staff to develop, manage and operationalize own M&E systems and plans that are aligned to national, PEPFAR, FHI 360 and ROADS II strategy. He/she will provide guidance on information systems for collecting data to measure project implementation and success/results, quality assurance, documentation and reporting. The position holder will oversee implementation of Strategic Information activities in accordance with guidelines stipulated by USAID and the National (GORD) regulations. The TO M&E will regularly update project staff on progress towards implementation of the work plan, and design methods for demonstrating program results - outcomes and impact. The TO (M&E) will report to the Country Manager, ROADS II, Djibouti.
The Technical Officer, Monitoring and Evaluation/Strategic Information, ROADS II Project will:
- Support the strengthening and capacity building in M&E for GORD (Executive secretary/MOH) and local partners.
- Provide guidance in development/improvement and evaluation of project management information systems, data collection tools and databases and ensure they are aligned with FHI 360 and USAID/Djibouti requirements.
- Provide guidance in development/updating of project monitoring and evaluation plan(s) in accordance with USAID/Djibouti requirements.
- Act as ROADS II M&E representative in national forums as needed with but not limited to relevant GORD departments and partners and the M&E National Technical Working Groups.
Minimal Requirements:
- Bachelor of Arts degree in Social Science or Public Health, Epidemiology, Bio Statistics or Demography.
- At least five years’ experience in monitoring and evaluation of large HIV/AIDS program preferably with USAID funded regional projects.
- Demonstrated knowledge of evaluation designs for HIV/AIDS/FP-RH/malaria and STI programs as well as knowledge in health other programs in developing nations.
- Ability to conduct epidemiologic and social science research, including questionnaire development and data analysis.
- Computer proficiency in word processing, databases, spreadsheets, including advanced skills in at least two of the following programs: SPSS, Excel, Epi Info, Stata, and Ms Access.
