Project Description:
The Project aims to improve maternal and neonatal health outcomes in Mozambique by increasing the utilization and quality of institutional deliveries. The Project will design and implement a pilot program to evaluate if demand side interventions, and complementary support to facilities, can increase the utilization and quality of institutional deliveries in Mozambique, especially for poor women and newborns in rural areas.
Position Description:
FHI 360 is seeking a qualified candidate to lead the design and implementation of a DFID program focused to improve maternal and neonatal health outcomes in Mozambique. The Project Director will oversee the development of a pilot program in select provinces and implement various community-level interventions aimed to increase the utilization and quality of institutional delivery among poor women and newborns.
The Team Leader/Project Director will:
- Design and oversee targeted formative research to increase understanding of key demand and supply-side barriers to quality institutional delivery and present update of institutional delivery in rural Mozambique
- Design and oversee implementation of interventions to improve institutional delivery uptake and service quality in collaboration with a national steering group.
- Serve as key lead and representative and liaison with DFID to ensure program and financial management is in compliance with DFID rules and regulations
- Lead the design of workplan and budgeting process that will meet the needs of the project.
- Provide leadership to a national steering group that will guide the development of the design and key outcomes of the pilot program
- Understand barriers of institutional delivery and have a basic understanding on what interventions exist in the current literature to address key barriers in pregnant women accessing health services
- Understanding of key technical issues in maternal child health, community mobilization and education, vouchers and health financing
- Represent FHI 360 among government partners and other key stakeholders in the field of maternal and child programs.
- Ensure day-to-day management of project team and review of monthly expenditures and progress made to key benchmarks.
Minimum Requirements:
- Master’s degree or its international equivalent in public health, medicine, development management, social work, project management, or a related field.
- Minimum 5 years (7-9 preferred) relevant work experience, including program/project design and management experience in the field of public health in Africa.
- Experience in formative research and intervention design,, implementation, and management of maternal and child health and other public health/international development programs.
- Ability to manage projects, set realistic priorities and objectives, and meet those objectives.
- Knowledge of demand-driven intervention in the health sector.
- Demonstrated experience working across a diverse set of partners and stakeholders, local NGOs/PVOs, and public/private agencies.
- Experience in monitoring and evaluation and reporting on donor-funded programs, preferably ones funded by DFID.
- Familiarity with knowledge management and information sharing practices.
- Ability to work well with others and to communicate effectively.
- Ability to coordinate diverse activities.
- Ability to travel within country or region and internationally if needed, at short notice.
- Excellent written, spoken and presentation skills in English and Portuguese.
