Project Description:
The project will improve quality of education resource distribution while increasing access to formal and non-formal education services for South Sudanese learners at the primary school level. The project will integrate a conflict sensitive approach and will work closely to support South Sudan’s educators, communities and education authorities to expand education services across formal and non-formal education. Efforts will be focused at the community level.
Position Description:
Provide overall technical expertise on the expansion of equitable education services and well-being and stability components. Provides technical support and guidance to staff and partners in the region and in country offices. Implements and monitors technical strengthening initiatives. Works with communities and partners to maximize local capacity.
Job Responsibilities:
- Overall management and implementation of education program activities (planning and budgeting, budget execution and financial management, human resource development, communication and coordination with donor agencies and NGOs supporting development and rehabilitation of education);
- Strengthen the technical quality of education programs and the capacity of staff to implement the high quality programs;
- Define strategic direction and ensure high quality education programming;
- Manage project related budgets, supervise staff, oversee program implementation, provide technical assistance;
- Engage with the MoGEI to integrate key elements around teacher and learner well-being
- Evaluate programmatic effectiveness and provide technical assessment reports;
- Build administrators/officials capacity to produce standardized competencies and models regarding psychosocial support and learner-well being
- Build capacity of education authorities to deliver education and increase access to underserved groups;
- Develop and implement policy reforms to ensure equity and transparency of management of education services;
- Strengthen capacity of community groups to provide sustainable support to making schools inclusive;
- Organize and build capacity of community groups for education planning; build capacity to identify education-related needs;
- Train community groups to develop School Improvement Plans;
- Strengthen payam capacity to deliver and monitor education services;
- Build capacity of ministries’ departments to manage delivery of services.
Minimum Requirements:
- 10 years’ experience in the education sector
- Experience and facility with rapidly changing project designs
- Preparation of project designs
- Implementation of psychosocial well-being activities, or other related areas
- 5 years’ work experience in developing countries, including conflict-affected environments
- Knowledge and practical experience developing standards for assessment systems, including for student learning outcomes, teacher performance, and school performance;
- Knowledge of USAID project management, evaluation procedures and standards, and requirements
- Knowledge of education policy issues that affect student learning
- Knowledge of the USAID PMP process
- Knowledge of all technical and management aspects required to develop reliable and meaningful assessment tools that can inform teacher practice as well as policy direction
- Must be able to read, write, and speak fluent English
- Sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in South Sudan
- Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
