Project Description:
The project will improve quality of education resource distribution while increasing access to formal and non-formal education services for South Sudanese learners at the primary school level. The project will integrate a conflict sensitive approach and will work closely to support South Sudan’s educators, communities and education authorities to expand education services across formal and non-formal education. Efforts will be focused at the community level.
Position Description:
The Monitoring and Evaluation Specialist will provide comprehensive management of the project monitoring and evaluation system for the project. He/she will be required to work closely with project staff and volunteers to coordinate data collection and monitoring efforts. The M&E Specialist will design or adapt tools for data collection and will be responsible for implementing evaluation activities. He/she must ensure that all activities are in line with the Agency Learning, Evaluation and Research policy, ensuring that impact reporting includes cost/benefit analysis of interventions.
Position is contingent upon receipt of donor funding.
Job Responsibilities:
- Carry out initial project assessment (within first two months of project implementation);
- Ensure the adaptation of “rolling assessments”; use monitoring and evaluation data for critical decision making course correction;
- Routinely assess program assumptions to check if they remain valid; conduct at least every six months or as advised by USAID;
- Design and implement a comprehensive monitoring and evaluation system including baseline, mid-term, and final assessments;
- Closely monitor all activities of the different components of the project through the collection of data; including compiling the data into a database, working with any formative evaluation teams to complete work, preparing reports, and developing dissemination strategies
- Update the Performance Monitoring Plan and Performance Indicator Reference Sheets annually;
- Develop or adapt data collection instruments and tools for all project activities;
- Establish hard copy and electronic filing system (database) for each indicator; follow up with staff to ensure they are captured appropriately;
- Train staff and volunteers on basic monitoring and evaluation principles and data collection;
- Aggregate and analyze project data quarterly (for outputs), annually (for outcomes) and at the end of project (for results);
- Disseminate analyses and data reports to key stakeholders and staff and externally;
- Prepare information for quarterly and annual reports and the final project report;
- As appropriate, facilitate data-sharing with EMIS data systems;
- Manage external research and evaluation consultants as needed;
- Report on progress, accomplishments, or potential setbacks to the CoP;
- Other duties as assigned.
Minimum Requirements:
- 7 years’ technical experience in developing and implementing monitoring and evaluation plans and results-based management
- Master’s degree in international education, social science, economics, or related field that includes research or evaluation methodology and statistics training
- At least 5 years of experience in monitoring, evaluation, or develop research
- Demonstrated experience in monitoring and/or evaluating projects
- At least 3 years’ work experience in developing countries, including conflict-affected environments
- Technical familiarity with relevant monitoring and evaluations methods
- Very good English technical writing skills
- Proficiency in word processing, spreadsheet (preferably Microsoft Access and Excel), and presentation software (Microsoft) as well as other database and statistical applications (SPSS, SAS or STATA)
- Familiarity with USAID standards and procedures
Skills:
- Strong interpersonal communications and team collaboration skills.
- Skills in working in alliances and networks of organizations and communities in various sectors.
- Strong communication skills in English - with a demonstrated ability to work effectively with clients, education stakeholders and other project staff as part of a team.
