Position Description:
The Deputy Director/Deputy Chief of Party will assist the Chief of Party (COP) with all responsibilities and activities, including development and implementation of the vision, strategy, and technical direction of a public health project in Kenya. S/he will support the COP with oversight and implementation of the project, including monitoring the budget/spending, management of the schedule/deadlines, management of partners and drafting of required reports. The Deputy Director will assist the COP in creating and maintaining good working relationships with all partners, including the funder, government counterparts, local organizations, and program partners. The Deputy Director will:
- Support day-to-day management of the project and provide technical guidance/strategies/leadership to the project.
- Support project technical and strategic planning, including annual work plan, budget, progress reports, and financial reports, and ensure timeliness and quality of project deliverables.
- Ensure project’s technical strategies comply with priorities and systems of the Government of Kenya, the funder, FHI 360, and global best-practices.
- Ensure appropriate development and monitoring of subprojects to achieve financial, administrative, and programmatic goals in accordance with applicable FHI 360 and funder policies and procedures.
- Support project procurement processes, inventory control and distribution systems
- Provide ongoing programming/technical support and guidance to build the capacity of the government counterparts and civil society in coordinating, managing and implementing relevant public health services.
- Manage the selection, development, supervision and evaluation of assigned staff and budgets.
- Provide leadership, mentorship and team building at the project level and supervise relevant staff.
- Represent the project and FHI 360 with external audiences as needed and serve as acting COP when required.
- Participate in country office strategic planning and resource development efforts, if necessary.
- Participate and contribute to the overall mission of FHI 360 and liaise with headquarters’ staff as necessary.
- Perform other related duties as assigned by supervisor.
Minimum Requirements:
BS/BA in public health, or related field with 9-11 years of relevant experience with at least 5-7 years of senior-level project management experience, preferably in Kenya or East Africa or Master’s degree in public health, business administration or related field with 7-9 years experience with at least 3-5 years of senior-level experience in coordinating public health development efforts. Experience managing US government funded projects in developing countries with sub awards to local partners preferred. Experience living and working in Kenya preferred; Kenyan nationals are encouraged to apply. Demonstrated ability to think strategically, lead teams, and navigate politically-sensitive terrain. Familiarity with US government programming, rules and regulations. Experience working with an international non-governmental organization (NGO) preferred. Excellent oral and written communication skills in English.
