1. Title : Program Manager – Disaster Preparedne & Response (1 Position) Grade : UR 4.1
Reports to : Director, Disaster Management
Location : National Headquarters, Kampala
Duration : Two Years
Job Summary:
Under the Disaster Management (DM) Directorate, the Program Manager is responsible preparedness and response ensures the delivery of the DM related work plan as well as providing technical assistance to Directorate; the position holder will coordinate activities as well as provide programmatic support related the program – Reducing Community Risks and Strengthening Response Program (RRSR).
Specific Responsibilities include but not limited to:
• Ensures support on Emergency Preparedness Planning through contingency plans working with the DM structures in the development of branch/region-wide preparedness work plans; guides branches in their establishment and skill building of emergency response teams (RCATs), application of URCS guidelines and contingency plans etc.
• Monitors and develops understanding of on-going contexts, vulnerabilities and produces occasional updates/situational reports and supports branches/ regions to develop their own.
• Supports the directorates to initiate responses to emergencies in consultation with the Assistant Director - DM, including advising on start-up, assessments and mobilization of resources.
• Supports the rapid deployment to the branches/regions and coordinates the start-up of responses within URCS response mechanisms.
• Promotes and guides quality in emergency response activities including promoting and guiding Branch Managers in their adherence to minimum standards.
• Strengthens quality by conducting capacity building, training, monitoring and facilitating compliance activities with URCS’s accountability framework for emergency responses such as After Action Reviews and Evaluations.
• Supports the implementation, monitoring and reporting of the RRSR Program and ensures input from all URCS Stakeholders and Partners in the realization of the program goal and objectives.
• Supports Program Management by ensuring timely, high quality reporting and maintains accurate and effective data management.
• Contributes to the strengthening of knowledge management in DM Directorate through monitoring progress and providing further input into the development of RRSR.
• Undertakes missions to provide assistance and advises field teams on the design and development of RRSR and Disaster Management Programming.
Minimum qualifications, experience and competences:
Qualifications and Experience: A Post Graduate
qualification in Social Sciences or a discipline relevant to Development or Disaster Management or Risk Reduction.
Three years progressive experience gained through service within DM preferably in an NGO/Agency is required.
Project management work certification or at least three years project management work experience in DM.
Competences:
Ability to effectively utilize word processing, database management and spreadsheet programs.
Proven capacity to work with and establish working relationship with communities, local leaders, Government (at all levels) and NGO representatives.
Analytical skills; numeracy and financial management; Ability to communicate effectively with persons at all levels; Excellent report writing, data acquisition and analysis skills; good interpersonal and communications skills;
Good working knowledge of disaster, environment and project management issues; Knowledge of MS packages and web-based management systems.
2. Title : Project Manager – Food Security and Recovery (1 Position) Grade : UR 6.1
Reports to : Program Manager – Food Security and Recovery
Location : Abim Sub Branch - Kotido Branch
Duration : Two Years
Job Summary:
The Project Manager - Food Security and Livelihoods will plan, organize and direct the Food Security and Livelihoods Project of URCS; will be the lead person on all recovery/food
security matters and coordinate with other stakeholders/ agencies having recovery/food security responsibilities within the URCS /GRC Abim Project.
Specific Responsibilities include but not limited to:
• Oversees assessments/reviews and the shaping of agreed plans, including budgets, in accordance with the project plans;
• Oversees the project plans and arrangements developed for the Project and work with the Focal Persons to ensure that the targeted communities are actively involved and contributing to risk reduction.
• Works with the community in identifying community issues, needs and problems and acts as the facilitator to the project work;
• Links up with Branch Manager to develop workable project indicators that can be used in monitoring and evaluation of projects;
• Provides technical support and trainings to community groups;
• Ensures timely and quality submission of all project reports, updates and situational reports to the Branch Manager ;
• Ensures the timely provision of project updates to the supervisors as well as additional information to be used for fundraising and media when required;
• Provides timely security information to the branch as a priority;
• Undertakes monitoring of projects through field visits and ongoing communication to review progress, feedback, identify corrective actions required and captures learning’s;
• Enlists the cooperation of all stakeholders in pursuing the project objectives;
• Within project plans and agreed budget, provides a full, accurate and timely accounting of all funds.
• Promotes after action reviews/lessons learned and encourages an openness to feedback from beneficiaries and communities and learning’s;
• Undertakes and guides project proposals on behalf of community groups together with Project Focal Persons and provides progress reports.
Minimum qualifications, experience and competences:
Qualifications and Experience:
University degree in humanities /environment or strong field experiences related to the position.
Three years experience in livelihood activities eg, water and sanitation, environment management, or community mobilization with a reputable organization or Government
Competences:
Very good working knowledge of English and Karamojong/Luo languages (written and oral).
Computer literacy in MS word, excel, power point etc; Strong background in field operations, working with rural communities, community mobilization, management, planning and budgeting; Leadership, organizing, planning, problem solving & creativity skills;
Team management, training and facilitation skills; Interest in sharing professional skill as well as learning from others; Analytical, M&E skills; Financial management skills and experience.
