An exciting opportunity exists for a Senior Sanctions Manager at Barclays Africa Regional Office based in Johannesburg. The successful incumbent will support the Barclays Africa Money Laundering Risk Officer (MLRO) to ensure that the Barclays Africa businesses operate in accordance with Group Sanctions Policy and Procedures, Barclays Principal Risks and local regulatory requirements.
Responsibilities
- Contribute and participate in the Group Sanctions Policy formulation process in liaison with country MLROs and Barclays Africa MLRO function team members.
- Maintain and distribute Sanctions policy, procedures and documentation.
- Facilitate Sanctions Policy gap assessment and ensure appropriate implementation and remedial plans are documented and waivers or dispensation approvals are obtained as appropriate.
- Develop and maintain the Minimum Operating standards (MOS) to comply with the Group Sanctions policy to ensure the MOS is updated with the latest Compliance processes and methodologies.
- Perform conformance reviews of compliance functions in country to confirm understanding of Sanctions Compliance processes and methodologies.
- Collect and coordinate timeous and relevant feedback on Policy related matters from MLRO's to provide effective compliance services to business.
- Provide technical support for and help drive various Sanctions projects.
- Assist the Barclays Africa MLRO and MLRO function team members with the update and distribution of training material.
- Evaluate and challenge information received from the MLRO’s and FCU’s with the objective of achieving continuous improvement in Sanctions Policy compliance.
- Support the Barclays Africa MLRO in defining remediation strategy on BIA and regulatory audits relating to Sanctions and follow up on the implementation of action plans to resolve all issues identified in BIA audits and monitor completion of remedial activities.
- Evaluate Business Units compliance trends and results, inform the Barclays Africa MLRO and suggest pro-active corrective actions.
- Monitor and report to the Barclays Africa MLRO on remediation activities.
- Negotiate and prepare waivers and dispensation Sanctions where required.
- Facilitate and document risk assessment and acceptance on risks and controls relating to Sanctions and obtain sign off from Barclays Africa MLRO, COO and Group Compliance as appropriate.
- Provide technical support to country MLROs and FCUs (Noida and L5) on Sanctions Policy matters.
- Review and/or prepare breach reports prior to submission to Group Compliance for approval.
- Contribute to and/or develop training material on Sanctions Policy.
- Coordinate and assist with training of new Compliance resources in consultation with the Barclays Africa MLRO, where required.
- Collate and prepare draft consolidated report and other reports as required by the Barclays Africa MLRO within deadlines set, and submit to the Barclays Africa MLRO.
- Report and escalate all Sanctions compliance risks and issues arising from the Barclays Africa businesses to the Barclays Africa MLRO and Group Compliance promptly and appropriately in accordance with Group, local legal and regulatory requirements.
- Keep the Barclays Africa MLRO informed on the Sanctions compliance matters which may pose financial or reputational risks for the business.
- Respond promptly to information requests from the Group Compliance, Barclays Africa MLRO, Country MLRO’s and Barclays Africa Financial Crime Units as appropriate.
- Provide appropriate information to the Barclays Africa MLRO by collating appropriate, accurate and reliable MI to effectively manage compliance risks, as required.
- Liaise with Group Compliance on Policy formulation and/or obtaining guidance on the Sanctions Policy as appropriate.
- Support the Barclays Africa MLRO by ensuring the effective coordination of information on a continuous basis
- Support the Barclays Africa MLRO in consultative process with BIA and Country MLROs on audits and agreeing remedial actions on regulatory and BIA audits.
- Establish close working relationships with the Country MLRO’s and Financial Crime Units to ensure support for the Sanctions framework.
- Liaise with and assist the MLRO’s and Financial Crime Units throughout Barclays Africa and act as point of reference for the Sanctions Policy and where required, technical queries.
- Help facilitate effective and constructive sharing of knowledge and experience of Sanctions issues across Barclays Africa Compliance.
- Discuss current issues with MLRO’s and managers of Financial Crime Units and escalate or resolve these issues where possible
Desired Skills & Experience
- Specialist knowledge of Sanctions Policies and procedures
- Good understanding of the banking products and services.
- Legal or Governance or Risk management or Compliance qualifications.
- Stakeholder management on a senior and executive management level.
- Minimum of 3-5 years experience in compliance, preferably in financial services industry
- Direct handling of Sanctions or AML/KYC responsibilities
- Relevant tertiary education/ professional certification
Preferred Requirements
- High Proficiency in documentation standards including the documentation of Policy and Procedure manuals.
- Development of training material.
- Competency in MS Office (intermediate).
- Project management and project coordination skills.
- Legal interpretative skills.
- Experience of working in a multinational, multi-segment, environment with matrix reporting. Awareness of cultural differences and varying legal/regulatory environments.
- Domestic and International travel required.
