Background
RCN (Réseau de Citoyens/Citizen’s Network) Justice & Démocratie is a Belgian based international organization working in the field of justice. RCN works in close cooperation with local authorities that engage in the implementation and/or restoration of rule of law, as well as with civil society in countries that are in crisis and/or emerging from conflict. RCN has been working in South Sudan since 2007 with the Ministry of Justice (MOJ).
As the current project cycle is coming to an end and preparations are underway for the continuation of its activities in the next project cycle, RCN is recruiting a qualified candidate to conduct the external evaluation of the programme. The evaluator will assess the project in terms of relevance, effectiveness and efficiency to date and make recommendations.
Main tasks and responsibilities
Present a methodology and plan for the evaluation.
Conduct interviews and discussions on the project with selected beneficiaries, senior management from the Ministry of Justice and other rule of law stakeholders in South Sudan.
Review project documents including all reports, analysis and forms from the monitoring mechanism of the capacity building activities.
Study the political and legal context of South Sudan, the relevant justice reports by other rule of law actors and strategic plans of the rule of law institutions particularly that of the MOJ.
Debrief with the RCN project team on relevant findings, recommendations and end of mission.
Assess the quality, outcomes and outputs and impact of the programme.
Prepare an evaluation and review report, that includes an executive summary, describing the key findings, lessons learned and recommendations
Required experience, skills and competencies
Advanced university degree in law and/or international development and/or international relations.
7-10 years experience of implementation and evaluation of programmes including conducting evaluation of process, outcomes and impact.
Work experience in fragile contexts or in countries emerging from conflict. Experience in the rule of law sector will be considered an asset.
Good communication skills and well versed in the methods and techniques of collecting data for evaluation.
Excellent report writing skills (in English) and strong IT skills
Shares feedback, is open to all views and perceptions shared by different stakeholders, cross checks information collected
Ability to perform the evaluation in time, work under time and logistical constraints
