Heartland Alliance for Human Needs & Human Rights Heartland Alliance for Human Needs & Human Rights is the largest service-based human rights organization in the United States, with over 1,000 employees in Chicago and around the world. Heartland Alliance is currently implementing programs in 15 countries in Africa, the Middle East, Asia, Latin America and the Caribbean. In recent years Heartland Alliance has developed a position as a global leader in health, rights and protections programming for sexual minority populations in the Global South. In Nigeria, Cote d’Ivoire, Ghana, and the Great Lakes Region of Africa, Heartland Alliance is working closely with and supporting local LGBT organizations to address the needs of specific sexual minority populations.
THE PROGRAM
Heartland Alliance is currently implementing several programs in the African Great Lakes Region. KaziSafi is a two year initiative to strengthen respect for worker rights in the artisanal mining areas of South and North Kivu in the Democratic Republic of the Congo (DRC). The ‘Great Lakes Regional Anti-Trafficking Protection Partnership’ (GRAPP) is a three year program providing protection, recovery and reintegration services to victims of trafficking (VoTs) in Burundi and the South Kivu Province in the DRC. Project Remuruka is a two year project to increase human rights protections for sexual minorities experiencing discrimination and violence based on their sexual orientation or gender presentation in Burundi.
THE POSITION
Location: Bujumbura, Burundi
Contract Period: April 1st 2012 – September 30th 2012
Rate: $500 stipend & $250 living allowance/month
The Great Lakes Program Development Officer (GLPDO) will support the development of new HA programs in Burundi, Rwanda and the Democratic Republic of the Congo. The GLPO will assist with proposal research and writing, partner meetings and other administrative functions related to program development. Specific responsibilities will include:
• Mapping the current donor environment in Burundi, DRC and Rwanda – identifying potential funders in each country, funding priorities and current grants;
• Liaising with key current and future partners to identify potential opportunities for collaboration;
• With program staff, responding to funding opportunities, adhering to HA program development procedures;
• When not responding to open funding opportunities, developing new project concepts notes based on identified needs or high-potential opportunities – specifically, these should focus on sexual and gender-based violence, mental health and trauma recovery, services for child soldiers and victims of human trafficking, labor-focused projects, HIV prevention/care/support (particularly for men who have sex with men), and sexual minority rights.
• Preparing and updating critical materials and tools for program development purposes – including capacity statements, past-performance references, statements on specific technical capacities, etc.
REQUIREMENTS
Education and/or Experience:
• Strong English writing skills
• Experience developing grant proposals for submission to external donors
• Project management experience
• Demonstrated capacity for analysis
• Strong cross cultural skills
• Fluency in English and proficiency in French
• Masters degree in International Development or related field preferred
