Objectives
The Transport and ICT Department will assist Country Programmes Departments to manage the Bank Group’s transport and ICT operations in RMCs. The Department contributes to preparation of policies and strategies for Bank Group interventions in transport and ICT; conducting technical and sectoral studies and analyses in connection with lending programmes; providing advice to borrowing member countries on technical aspects of projects; identifying, preparing, appraising and assisting in the implementation of Bank Group-financed transport and ICT projects. OITC comprises two (2) Divisions: (a) OITC.1 in charge of Western and Central Regions and (b) OITC.2, in charge of Northern, Eastern and Southern Regions.
Duties and responsibilities
Under the supervision of the Manager of the Transport Division of the Infrastructure Department, the incumbent will be required to:
- Apply the Bank’s policy for the transport sector, as well as the Bank rules and procedures for project management.
- Supervise projects and programmes an ensure that they are implemented within deadlines and standards;
- Set up feedback mechanisms, workflow management and assignments monitoring system in conjunction with staff in charge of projects and programmes and in compliance with Bank’s policies, guidelines and procedures;
- Examine and coordinate the Division’s comments on the sector policy documents submitted for examination in light of the experience acquired in their application as part of the management of the project and programme portfolio; and
- Formulate proposals for review in relation to the Bank’s priorities and operating strategies for borrower member countries ;
- Oversee field missions carried out at various stages of the project’s cycle, including dialogue missions with governments, Regional Economic Communities (RECs) and private sector stakeholders.
- Draw up the annual programme of activities for management of the transport sector project/programme portfolio
- Examine the portfolio of ongoing projects and projects making up the lending programme for the current year;
- Categorize the projects according to their status of implementation and performance targets set for the course of the ongoing year;
- Formulate an annual programme of activities, with performance objectives in accordance with the Transport Division lending programme objectives.
- Lay down the Bank’s transport sector operating strategy for the borrower member countries, within the framework of preparation and/or updating of the Country Strategy Papers (CSP)
- Participate in multi-disciplinary CSP preparation missions and coordinate the preparation of the transport sector analysis, notably the status of the transport infrastructure and evolution of the populations’ access to the services, the sector’s contribution to the economy, the past and current investments in the sector and the constraints to its sustainable development, the development policies and strategies and their implementation as well as the projects and programmes defined;
- Recommend a Bank operations strategy for the sector, in accordance with the Bank’s sector policy as well as the Borrowers’ priority development projects and programmes;
- Identify development projects and programmes that are eligible for Bank Group financing in the transport sector;
- Defend the strategy recommended at the meetings of the internal and interdepartmental task forces and Senior Management Committee, with a view to presenting the CSP to the Board of Directors.
- Analyze financing requests for projects, programmes and studies proposed to the Bank by the member countries
- Appraise projects/programmes and prepare appraisal reports and process documents for presentation to the Boards of Directors.
- Coordinate supervision and oversee the implementation of transport sector projects/programmes
- Oversee the overall implementation of projects and programmes
- Coordinate and conduct missions for preparation of project completion reports with a view to drawing appropriate lessons and instruction for future implementation of similar Bank projects
- Carry out other activities such as: coordinating any comments on the department’s internal reports and documents; representing the Bank at international meetings on infrastructure financing.
Selection Criteria
Including desirable skills, knowledge and experience
- At least a Master’s Degree or its equivalent in Transport Economics or in a related area of specialization;
- Preferably a minimum of seven (07) years of relevant professional experience working in international and supranational organizations within the framework of economic studies, transport infrastructure projects management and planning;
- Preferably a relevant professional experience in management and financing in the public sector and development financing institutions;
- Proven ability to ensure dialogue with high level authorities at both national and regional levels;
- Excellent written and verbal communication skills in French and/or English, and preferably with a working knowledge of the other language;
- Good IT skills and competence to the use of standard software tools (Excel, Word, Power Point).
