Description: | Cardno Emerging Markets USA, Ltd (Cardno) is seeking a Quality Management System (QMS) expert for a short-term assignment on The Tanzania Cluster Competitiveness Program (CCP). This is a three-year World Bank project/DFID funded private sector competitiveness program administered by the Tanzania Private Sector Foundation (TPSF). The program was designed to assist the Tanzania private sector to achieve sustainable growth through stronger cooperation while building capacity in private and the public sector institutions to operate strategically in pursuit of common objectives. CCP is supporting the horticulture industry to address issues such as: Access to markets: accessing and targeting high growth, profitable markets Improving integration of small farmers into the export supply chain Standards and certifications: adopting the best standards and certifications Enhance the competitiveness of Tanzanian exports As the retailers and consumers are becoming more aware of food safety, environmental and social issues to be addressed in the agricultural production, the world market today is increasingly demanding the compliance of public and private standards. Global GAP has become one of the most recognized international standards, and is required as a minimum market – entry requirement by a considerable number of biggest retailers. In this global trend, smallholders who are not certified, are often marginalized and left out of the supply chain. In order for smallholder groups to be certified according to GLOBALGAP, each group has to establish its own Quality Management System (QMS) to manage its production. “Quality Management System” is a set of rules that the group and its members have to abide by them. In order to increase the number of small holder farmers that can participate in lucrative supply chains, CCP will facilitate the development of a QMS manual for fruits and vegetables that can be used country wide by all farmer groups that want to be GLOBALGAP certified. A draft QMS already exists. Objective of assignment: The main objective of this assignment is to develop a QMS manual for fruits and vegetables based on GLOBALGAP certification requirements. Detailed Activity Description and Tasks: The consultant will review an existing draft QMS manual and ensure that the manual contains all provisions that the group and its members should abide by. This will entail verifying and making necessary edits to ensure the manual meets or exceeds all requirements set forth in QMS revision 4 including: production and handling processes, monitoring and recording, in accordance with GLOBAL GAP criteria. With input from the local exporter, they will have to adapt it to the Tanzanian context and that it is user friendly. Assignment location and timing: The place of work will be Arusha, Tanzania. The assignment is anticipated to start as soon as possible for a five-day period. |
Qualifications: | Consultant must be a qualified International Standards trainer with over ten years experience in the horticulture export industry preferably in East Africa and Food Safety and quality systems training, implementation and auditing. |
