Monitoring & Evaluation Advisor - Land Project Rwanda

Description:	Cardno Emerging Markets USA, Ltd. (Cardno) is currently seeking candidates for a Monitoring & Evaluation (M&E) Advisor position for an anticipated USAID-funded Rwanda LAND project. The goal of this project is to support Rwanda’s long-term sustainability by strengthening the resilience of it citizens, communities, and institutions and their ability to adapt to land related economic, environmental and social changes. This project shall assist Rwandan government, civil society, and local communities, to (1) increase capacity of local Rwandan institutions to generate high quality evidence based research on land-related issues that can be used by Rwandan citizens, civil society organizations, and Government; and (2) to increase understanding of land laws, policies, regulations, and legal judgments on land-related issues by Government of Rwanda (GOR) officials, local civil society organizations, research institutes, and citizens.
Qualifications:	Advanced degree in political science or other relevant degree required. A minimum of 7 years of direct experience managing and executing monitoring and evaluation of donor-funded democracy and governance programs. Experience in qualitative and quantitative M&E methodologies for democracy and governance programs, including experimental (or quasi-experimental) evaluation designs that incorporate rigorous statistical methods. Experience coordinating with developing country governments, ministries, and/or local NGOs for design and implementation of evaluations, including addressing capacity weaknesses as needed. Demonstrated familiarity with and understanding of impact evaluation and participatory monitoring and evaluation techniques; and developing and monitoring both output and outcome indications. Able to effectively use statistical analysis software, including STATA and SPSS. Oral and written fluency in English and either French and/or Kinyarwanda.
