Summary:
Counterpart International is seeking development professionals with experience in Uganda and East Africa to manage an anticipated new program. Candidates should be proven, effective project managers able to work well in complex environments with relevant knowledge / experience in areas of community-based natural resource management, ecotourism, livelihoods, community development and rural development.
Duties and Responsibilities:
Counterpart International is seeking a Chief of Party (CoP) for an anticipated ecotourism program in Uganda. The CoP will assume responsibility for overall program management and provide leadership, oversight and support to all aspects of anticipated programs. The CoP will also be responsible for establishing and maintaining strong relationships with the USAID mission, the government of Uganda and other local and international partners and stakeholders. This individual will also be responsible for timely reporting of programmatic and financial activities and compliance with all applicable USAID and local policies.
- Provide overall technical program leadership
- Oversee accounting of project finances with support of finance and administrative staff; work with headquarters staff on development of budgets, pipeline analyses, reporting, grant administration and other USAID requirements.
- Develop necessary reports for donor and headquarters; manage mid-term, annual and final evaluation process.
- Oversee recruiting and development of local personnel
- Undertake representation to donors, partners and other key in-country stakeholders
Qualifications:
- Minimum of 7 years overseas experience in international development with a particular focus on Uganda/East Africa.
- Relevant advanced degree required
- Strong knowledge of the tourism sector in East Africa and community-based NRM techniques
- Experience developing and managing programs in challenging international environments
- Skills in new program development, strategy and representation;
- Strong written and verbal communication skills, writing sample required.
- Strong inter-personal skills.
- Intimate knowledge of, and prior experience with, USAID projects, procedures, policies and reporting requirements is required
- Fluency in English is required; familiarity with local languages would be an asset
