Working as part of a MCC Independent Engineering Team (IET), the Water Utility Management Specialist will provide Independent Engineering services to MCC in support of the Compact implementation oversight. This position will be responsible to the IET for their specific subject matter expertise. On behalf of MCC, the Consultant shall undertake missions to applicable project locations in Tanzania roughly every quarter, on a date specified by MCC over a two year period. The services will include:
• Monitoring of projects during implementation: The IET shall conduct periodic reviews to provide MCC with assurance that funding should be continued. It is envisioned that such reviews will address, among other things, the following: Progress confirmation based on specifications, schedules and deliverables; update estimation of completion costs and timing; analysis of causes of any overruns and delays including remediation proposals; compliance with EMPs; implementation of and compliance with RAPs and activities related to clearing land and rights of way; risk monitoring; and verification of completion and performance tests. The assignment includes oversight over the performance of the construction and supervision contractors procured by MCA-Tanzania.
• Evaluating project performance and impacts: The IET will be requested to conduct periodic in-country reviews to assure MCC that the projects are meeting expectations against performance standards and are being implemented in accordance with MCC Environmental Guidelines, World Bank’s Operational Policy 4.12 on Involuntary Resettlement, MCC Gender Policy and other applicable policies.
Water Utility Management Specialist applicants shall: • Have at least 10 years of experience in the management and optimization of water utilities. • Have experience in management of assets, customers, financial planning and tariff setting in the urban environment. • Have experience in developing countries, especially the East African region.
• Have at a minimum a Bachelor’s degree in a relevant discipline such as engineering or business. • Written and spoken fluency in English is essential.
