RTI is now recruiting COP candidates to lead and manage an anticipated project in support of education system reform, primary education and youth development, and teacher development through pre- and in-service teacher training. In particular we are looking for candidates to lead projects aiming to improve the teaching and learning of literacy and numeracy, with an emphasis on reading, in the early years of primary school. We are looking for proven performance in project management, with knowledge and experience in implementing evidence-based approaches to instructional improvement. This position will be a long term, overseas assignment in Uganda, with the potential for transition to other education project and programming work with RTI. Duties and Responsibilities Qualified candidates will provide leadership in the design, management, implementation and overall quality assurance of projects. In this role, a successful candidate will be RTI’s primary point of contact with the project funder and national government counterpart agency, collaborating extensively and meaningfully with government counterparts and providing high-level support for effective local capacity building. Depending on the size and context of the specific project, this role may require specific technical expertise and involvement. Essential Job Functions • Oversee technical, administrative and financial operations for the project (e.g., operations, compliance, reporting, and implementation) in coordination with the RTI Home Office. • Provide technical leadership and quality assurance in the design, delivery and evaluation of technical assistance, capacity building and assessment work. • Establish and maintain productive relationships with key stakeholders, including national government counterparts and policy makers, the project funder, and the funders and implementers of other education improvement initiatives in the country. • Working through national ministerial working groups, support the development and implementation of assessment (including EGRA, Early Grade Math Assessment (EGMA), and/OR School Snapshot of Management Effectiveness (SSME) ) and instructional strategies, approaches and programs to improve teaching and learning. • Guide and provide direction for comprehensive pre- and/or in-service teacher training to improve teacher and student performance, along with associated school and system management and governance support. • Inform and manage new and efficient approaches to ensuring successful transfer of reading skills from mother tongue to English • Guide and provide direction for health interventions focused on HIV/AIDS and health outcomes for teachers and students • Guide and provide direction for EMIS improvement activities • Strengthen support for communities’ active engagement in improving education. • Provide direct technical assistance to government counterparts, as appropriate and required. • Provide direct managerial oversight to all staff, consultants and NGO partners. • Ensure the timely and quality completion of all technical, financial and contractual deliverables, including those related to work and implementation planning, performance monitoring, technical and expense reporting. This will involve ensuring that quality standards are monitored, met and reported. • Oversee adherence to management policies and procedures for quality assurance of communications and reporting, information outreach and dissemination to stakeholders via project website, reports, training products & materials, and other outputs. Qualifications • Sixteen years of overall experience with at least ten years of relevant field experience in educational development, drawing in particular from experience in teacher training, literacy and numeracy improvement, education management and governance, community mobilization, ICT in education applications, and/or assessment. • A master’s or higher degree in education or a related field desired. • Demonstrated ability to manage and motivate international and local staff into a cohesive team, and into effective and efficient sub-project teams, working with government to deliver on results. • Experience with donor (USAID, DFID, AusAID, etc.) project management policies, procedures and reporting requirements. • Experience in meaningful collaboration with government and ministry counterparts, and local capacity development • Fluency in English required. | ||
