Norwegian Refugee Council (NRC) Somalia/Kenya is a two Country Program with four field offices in Dadaab (Kenya), Hargeisa (Somaliland), Bossaso (Puntland) and Mogadishu (South Central).
NRC has been present in Somaliland since early 2004 and expanded to Puntland in 2006, Mogadishu and Dadaab in 2007.
In a short time NRC established Education, Shelter/Sanitation, Distribution and Camp Management projects for IDPs, refugees and local population in Somalia and Kenya. NRC also has a coordination office in Nairobi, Kenya that was established in 2006.
Position Vacant : Project Coordinator - Shelter
Reporting to : Project Manager - Shelter
Duty Station : Bossaso - Somalia, with frequent travel to the field offices in Puntland - Somalia
Duration of Contract : ASAP to 31st December 2011 (with possible extension)

Reporting to : Project Manager - Shelter

Main Responsibilities include:
- Participate in the strategic planning and drafting proposals of Shelter activities, including the community approaches, semi permanent and temporary facilities’ technical descriptions, and the budgets associated with them
- Assist in planning for project implementation including technical activity, financial and procurement planning
- Assist in development and design of new Shelter projects in Puntland
- Investigate and facilitate introduction of new technologies and approaches for shelter and latrine provision
- Coordinate the Shelter activities being carried out by NRC in the Puntland field offices
- Ensure that all project activities are in accordance with budgetary constraints and being implemented on schedule
- Participate in tendering and bid analysis for contracts for service delivery and materials
- Participate in NRC construction quality assurance and reports validation
- Ensure implementation of beneficiaries training sessions in care and maintenance for the latrines and shelters
- Ensure documentation of project progress is ongoing and integrate sound M&E procedures in all aspects of the Shelter project
- Prepare periodic reports on the Shelter project activities, including documentation for final handover and closure of projects
- Represent NRC at relevant theme cluster and other coordination meetings
- Assist in developing any required rapid response and contingency plans related to Shelter
- As requested, assist the Project Manager on other Shelter & Sanitation Project tasks.
Required skills and qualifications:
- Bachelors degree in Civil Engineering, Quantity Surveying or other relevant education
- Minimum of 6 years’ of relevant experience, at least 2 in Humanitarian or urban informal settlement contexts.
- Excellent interpersonal and communication skills
- Highly organized with excellent ability to coherently lead diverse spread out teams
- Works well under pressure and in meeting deadlines
- Excellent analytical skills in action and process focus on outputs and outcomes
- High level of computer literacy
- Good community mobilization skills, and ability to resolve individual and group conflicts
- Individual and group facilitative capacity building skills
- Possess cultural awareness and sensitivity
- Excellent program evaluative and report writing skills.
