Consultant to Develop a Standardized Package of Training Materials on Gender Equality Programming in Humanitarian Action

1. Summary:
UNICEF is seeking a consultant, with a proven background in developing training materials on
gender equality programming to consolidate and develop a standardized package of training
materials on gender in humanitarian action, drawing from materials that have been developed
in the framework of a UNICEF initiative to strengthen gender equality programming in
humanitarian cluster response.
2. Background:
From 2010-2011, UNICEF carried out a series of capacity building initiatives for staff and partners
on gender equality programming humanitarian action. This included deploying full-time gender
advisors to five UNICEF country offices to support staff, UNICEF-led Cluster Coordinators and
Cluster Partners in applying gender equality programming tools and approaches in their existing
work. The advisors carried out a series of sequential trainings which were designed to inform
accumulative learning and provide space for participants to practice using the tools and reflect
on and share their learning. The training sessions went beyond introducing staff to key
definitions and concepts about gender, to building their capacity in applying the practical
dimensions of gender equality programming in the framework of their programmes. For
example, staff were not just advised on what they should do (i.e. conduct a gender analysis,
integrate analysis into programme design, consult women, girls, boys and men in needs
assessments, create opportunities for equal participation of women and men in training,
programme implementation, etc. ), but they were also provided with sector-specific step by step
guidance on how to implement gender equality programming (i.e. on how to carry out a gender
analysis, how to ensure that this analysis is reflected in programme design, implementation and
monitoring, how to apply participatory approaches, etc.).
Distinct training materials were developed by individual Gender Advisors working in OPT, CAR,
Mozambique, Yemen and DRC. While each of the materials was informed by the IASC Gender
Handbook, the content, form and structure of the material varied from country to country.
3. Objective
UNICEF is seeking a consultant with a proven background in developing training materials on
gender equality, to help consolidate these tools, and develop a standardized training package
that can be adapted to a diverse range of humanitarian country and sectoral contexts.
The training package will be designed for use by UNICEF staff, partners, UNICEF-led cluster
coordinators, and cluster members who want to deepen their ability to apply gender equality
programming in practice.
4. Major Tasks and Deliverables
Week 1
4.1 Prepare draft work plan outlining timeline, methodology, key definitions, preliminary list of
key resources and source materials, draft structure and template for standardized training
package.

4.2 Prepare draft training package to be comprised of three sections:
Section 1: an overview section which includes a facilitator¡¦s guide that gives a general overview
of the training package, presents a suggested agenda and provides ¡¥lesson plans¡¦ for each
session. The facilitator¡¦s guide for each session includes:
- An outline of the session
- Session objectives
- Key learning points
- A list of documents used or reference during each session
- Possible variations of the session plan
- Examples of good practice from the field.
Section 2: Actual training modules for each session. These include Power Point presentations
and corresponding facilitator¡¦s notes, small-group exercises, working group instructions,
questions and simulation case studies, and a practice learning assignments.
The training sessions will cover the following topics (this list is provisional, a more detailed
structure will be developed in consultation with UNICEF):
i. Introduction to Gender Equality Programming and Humanitarian Action ¡V Rationale,
Key Concepts and Terms, Normative frameworks, Context/History (general and
sectoral) (submit draft session week 2)
ii. Applying a Gender Lens to needs assessments and analysis (general and sectoral)
(submit draft session week 3)
a. Collecting Sex and Age Disaggregated Data
b. Incorporating Gender dimensions into Rapid Assessments
c. Conducting a Gender Analysis
iii. Integrating Gender Dimensions into Project Design (general and sectoral) (submit
draft session week 4)
a. Using gender analysis to inform Objectives, Results, Activities, Indicators
b. Participatory approaches in assessments, design, implementation,
evaluations.
c. Gender mainstreaming and targeted approaches
iv. Integrating Gender Dimensions into Project Implementation (general and sectoral)
(submit draft session week 5)
v. Monitoring and Evaluation from Gender Perspective (general and sectoral) (submit
draft session week 6)
Each Session will also include five sector-specific sections, designed to illustrate the general
principle of the session as it applies to gender equality programming in Water, Sanitation and
Health (WASH), Nutrition, Education, Child Protection and Gender Based Violence. These
sections will be illustrated with concrete examples from the field.
Section 3: A list of Resources including relevant normative standards and guidelines, tools and
references to further guidance (submit draft week 6).

4.3 Revise draft training package based on input from UNICEF

4.4 Incorporate final feedback and finalize standardized training package.
5. Methodology
The consultant will be using primary source material provided by UNICEF to inform the power
point component of the standardized training package ¡V this includes material in English as
well as in French. In addition to the primary material shared, the consultant will be expected
to develop supplementary training material to fill some of the information gaps in the source
material (facilitator¡¦s guide, session plan, case studies, etc.). Finally, the consultant will be
expected to submit draft Sessions for review on a rolling basis so that feedback can be
provided on an ongoing basis.

7. Management
The consultant will be supervised by the Policy Specialist on Gender and Humanitarian Action in
EMOPS. A Reference Group, comprised of UNICEF staff from relevant divisions and programmes at
headquarters, regional and country offices will provide technical input into the consolidated package
of materials and provide contributions to help shape it and feedback on key outputs.
8. Duty Station
The consultant will be expected to work from home.
9. Qualifications/Specialised knowledge
„h At least 7 years of progressively responsible professional work experience in gender and
development and/or gender and humanitarian action, with proven experience developing
training material on gender equality programming.
„h Excellent written and visual communication skills including ability to present complex processes
and issues clearly to a heterogeneous audience and in an actionable manner.
„h Demonstrated experience conducting training and related capacity building on gender equality
programming.
„h Strong technical understanding of gender equality programming in humanitarian action.
„h Fluency in English and French.
„h Advanced university degree in Social Sciences or a related technical field.
„h Knowledge of UNICEF programming in humanitarian and fragile settings preferred, including
Cluster response.
10. Deadline for Submissions - 12
