The objective of the PSNP is: ‘To assure food consumption and prevent asset depletion for food insecure households in chronically food insecure woredas, while stimulating markets, improving access to services and natural resources, and rehabilitating and enhancing the natural environment”. The PSNP provides a safety net to protect people falling into trouble, while also providing a secure food and asset platform from which they may be able to improve their household status and become food secure. The Government’s HABP (and other elements of the Food Security Programme) complements the PSNP. The objective of the HABP is “income sources diversified and productive assets increased for food insecure households in CFI woredas”. Together the PSNP and HABP are designed to ‘graduate’ poor households out of food insecurity.
Objectives of the Senior Programme Adviser to provide technical advice on all aspects of the PSNP and HABP to the Donor Working Group and to support ‘process management’ within the PSNP and HABP, related to all activities that impinge on donor/donor and donor/Government relations.
Duties & responsibilities:
The Senior Programme Adviser will report to the Donor Co-ordinator and will be responsible for the following tasks (the list is not exhaustive – see full Terms of Reference on-line):
a) To contribute to ongoing coordination and harmonization among the members of the PSNP/HABP Donor Group, especially in relation to the HABP;
b) To facilitate the working relationships between the Donor Working Group and the Government (federal, regional and woreda levels, as necessary)
c) To facilitate clarification of donor positions/priorities on specific issues within the PSNP and HABP;
d) To support government Directorates to manage, coordinate and facilitate the HABP Technical Committee, the Extension Service Task Force and the Financial Services Task Force;
e) To review, discuss and comment on quarterly reports and year-end reports;
f) To prepare Terms of Reference for the continuing research elements of the HABP and the PSNP;
g) To produce regular documentation of the HABP and PSNP implementation process - identifying outstanding issues and lessons learnt;
h) Any other responsibilities/duties decided by the donor coordinator and the donor chair of the Donor Working Group. In general such responsibilities would relate to the planning and management of projects and activities in the areas of Food Security, Agricultural Extension, Rural Finance, Disaster Risk Management and Social Protection.
Skills and Qualifications Required: Education: Minimum of MSC degree in Rural Livelihoods, Social Protection, Rural/Local Economic Development, Rural Finance, or any relevant discipline. Experience: At least 8 years of direct relevant work experience, working knowledge of the public sector in Ethiopia; Excellent verbal and written communication skills in the English language; Demonstrated analytical clarity, problem solving skill, with ability to balance program objectives and client needs; Task/project/program management skills; Ability to deal sensitively with multi-cultural environment; Ability to function effectively in multidisciplinary teams with a matrix management environment.
