The Government of Rwanda has received a credit from the International Development Association (IDA), towards the Public Sector Capacity Building Project (PSCBP) to support the implementation of the Civil Service Reform Programme and intends to apply part of the proceeds of this credit for the Recruitment of a qualified Civil Service Reform Project Monitoring and Evaluation Officer.
Job Title: Monitoring and Evaluation Officer for Civil Service Reform Component
Duties and Responsibilities
Reporting to the Civil Service Reform Project Coordinator, the Monitoring and Evaluation will carry out the following duties:
- Finalizing and submit to the World Bank for no objections all ToRs related to for CSR/PSCBP assignments;
- Developing a monitoring and evaluation framework for Civil Service Reform / PSCBP action plan;
- Updating the annual action plan and monitor CSR/PSCBP 2010/2011 budget execution;
- Monitoring the implementation of Civil Service Reform activities including under the PSCBP through regular progress reports for dissemination to key stakeholders. Development partners and beneficiaries as required and appropriate;
- Continually improving the M&E framework through consultations with beneficiary Institutions.
- Carry out any other duties as will be necessary to ensure effective implementation of the CSR Component.
Job profile
The candidate should have the following qualifications and attributes:
- University degree in Economics, Public Administration, Social Science, Management, or related field; A relevant Master's degree would be an advantage.
- At least four years of proven technical expertise in monitoring and evaluation of complex programs;
- Experience in working with international organizations and a good knowledge of Public Sector Reform;
- Familiarity with M&E for donor funded projects;
- Proficiency in MS Office and Management Information Systems;
- Excellent written and oral communication skills;
- Excellent leadership organizational and interpersonal skills;
- Fluent in English or French with a working knowledge of the other language
- Be a team player and have Employer focus
