Assignment: Study of Livestock Enterprise Investment Options for Eastern Equatoria State (EES), Southern Sudan,

SNV Sudan provides advisory services in order to enhance the capabilities of local development partners through building their internal capacities, stimulating linkages and promoting strategic advocacy with a view to contribute to sustainable development.
2. Background and Introduction
Livestock production is an important activity throughout Southern Sudan, being the main source of livelihood for more than 80% of the total population of the area. According to the MARF Animal Resources Sector Policy (2006), the growth of agriculture in general and the animal resources sector in particular, is essential not only to achieve self reliance at the national level but also for improving household food security and bringing about equity in distribution of income and wealth, resulting in rapid reduction in poverty levels.
Located at the Eastern part of the greater Equatoria region of Southern Sudan, Eastern Equatoria State borders Uganda, Kenya and Ethiopia as well as the states of Jonglei and Central Equatoria. It is made up of eight counties namely: Kapoeta North, Kapoeta South, Kapoeta East, Budi, Torit, Lafon/ Lopa, Ikotos and Magwi. In terms of the agro-ecological zones, the state has the pastoral zone in the east and agro pastoral zones in the west. Rainfall levels show a strong gradient with amounts decreasing from west to east. Yields vary strongly from west to east following the marked rainfall gradient. In the far-east rain fed crop production becomes unfeasible and pastoralist starts to dominate. Much of the eastern portion is semi arid and is home to pastoralists who rely heavily on livestock for food and income generation. Making livestock production and marketing an important source of food security and livelihoods in the state.
Nevertheless, the Livestock sector in the state is faced with a number of constraints. among the key ones are the following: low productivity; low product quality, poor quality control or assurance system; limited commercialisation, poor or complete lack of producer organization; poor infrastructure and livestock handling facilities; in adequate producer friendly market development; and insecurity due to cattle raiding.
In our efforts to confront these challenges, SNV is working in partnership with FARM Africa to improve food security & livelihoods through livestock production and marketing in EES. SNV in partnership with FARM Africa has successfully been granted funds from European Commission to achieve this purpose. The project “Food Security and Livelihoods Improvement Project in EES”, has as one of its activities to support investment opportunity in the livestock and agriculture sector.
As part of this activity, we are seeking services of an LCB/Consultant to conduct investment opportunity assessment in the livestock sector in the project area of Eastern Equatoria.
3. Purpose of the Assignment:
The purpose of the assignment is to conduct investment opportunities identification in the livestock sector; suggest recommendations for commercial development of the livestock sector and produce livestock investment guide book for Eastern Equatoria State that can enhance investment opportunity in the shorter and longer terms.
Specific objectives include:
• To map out potential investment areas in livestock sub sector in EES
• To come up with list of prioritized investment option with justification
• To conduct business feasibility studies at list for five investment options the potential enterprises in the livestock sector using methodologies suitable for rural enterprises.
• To conduct desk review of investment policy in relation to investment in the livestock sector and offer recommendations to policy makers in EES on creating enabling environment to support the private sector and enhancing investment in the state.
4. Tasks and activities:
The Local Capacity Builder (LCB) or consultant is expected to come up with an implementation proposal with study methods, time line and service fee in the quotation. If selected, the LCB/Consultant will be expected to present his/her proposal to the state and counties authorities as well as NGO stakeholders in workshop to be organized by SNV. The potential investment options will be listed down and agreed in the workshop. Selection of a minimum of five highly priority potential investment option will be done for detailed feasibility study. The feedback from the workshop will be incorporated in the implementation proposal. The LCB / Consultant will conduct a quick scan on the political, economic and social aspects of livestock investment and private sector development in EES, South Sudan, Neighboring countries and other parts of the world to forecast the future prospect of the sector. The LCB / Consultant will move around EES capita Torit, Juba and counties to conduct the study. Draft report of the study is expected to be submitted a week before end of the assignment. The LCB/Consultant will also present the output of the study in a workshop to the same audience mentioned above. Final report will be submitted in hard and soft copies to SNV Kapoeta Portfolio.
5. Outputs:
1. A draft study proposal; (methodology, time table, service fee and CV of individuals involve on the study.
2. Final study proposal after the study validation workshop or meeting.
3. Draft study report
4. Final study report (EES livestock sector investment options)
6. Timeframe:
This assignment will commence as soon as possible. The total LCB / Consultant days will be a maximum of 25 working days. These are to be broken down by the LCB/ Consultant and forms basis for his/her plan presentation to the stakeholders.
7. WORKING CONDITION
The LCB/ Consultant will officially work with SNV as local capacity builder (LCB) hired by SNV’s with the terms and conditions to be agreed during signing a contract. The LCB / Consultant members will stay in SNV compound when they are in Kapoeta or Juba. In other places the consultant will stay in a hotel or any other accommodation places where SNV staff are staying.
The LCB / Consultant will be expected to organise informant meetings and SNV will only provide logistical support to enable the consultant meets his time schedules. SNV will also conduct introduction session with partner organisation and government and avail all necessary documentations relevant for successful achievement of assignment objective.
8. Responsibilities of the LCB
• Produce a report with high professional standards.
• Respect SNV policy and guidelines
• Maintain neutrality in the conduct of the work
• Respect laws and regulations of the Government of South Sudan and EES
• Gather information only related to livestock enterprises development and potential investment options.
• Does not disclose confidential information/security issues without the knowledge or consent of SNV.
• Respect local cultural and working settings in all areas of work
9. Key Competencies/Qualification of the LCB:
• Qualified professional/s in the field of Livestock production and marketing with additional specialization in livestock enterprise development and agri-business or agriculture economist, economics or business administration. Educational background with a minimum of BSc/BA preferably Msc/MA in one of the above mentioned fields of study.
• Have specific knowledge and experience of livestock and livestock products, value addition and agro-processing in livestock, market development in pastoral and post conflict environments.
• A demonstrated practical experience in investment or business planning preferably on livestock in pastoralist and growing post conflict economy.
• A good understanding policy issues in investment promotion, finance and marketing.
• Good presentation and higher quality report writing skills
• Demonstrated skills in data analysis and professional report writing
