Project management responsibilities: work with the UCSF PI, and the UCSF on-site staff in Uganda, (as well as Uganda META staff as needed) to develop and/or update project strategies, objectives and workplans; work with the on-site staff to obtain project updates and activities, help troubleshoot issues, and ensure that the project is on track; organize and facilitate weekly UCSF project meetings, with follow-up of action items and communication with the on-site team; facilitate as needed the implementation of trainings and development of training materials. Oversee project reporting to meet all requirements, including drafting of quarterly/annual reports and yearly continuation applications, ensuring that reporting to PEPFAR is timely and accurate, and maintaining comprehensive electronic and paper files of project documents. Draft and keep track of project IRB renewals. Assist with the development of proposals for new funding applications related to the current project and any potential expansion. Communicate directly with CDC Uganda and CDC Procurements and Grants Office (PGO) as needed for project-related issues.
Monitoring and Evaluation responsibilities include coordinating and ensuring M&E of the project activities and outputs: maintain and update the workplan and Performance Management and Monitoring Plan (activities, indicators, and progress); monitor the project wiki page, with follow-up communication with all project personnel; facilitate project M&E by drafting assessment tools, ensuring the collection and storage of M&E data, and assisting in data analysis and reporting.
Financial management responsibilities: develop detailed budgets, scopes of work and budget justifications for both the prime award (UCSF) and the subaward (MakSPH); oversee fiscal subaward management of the in-country partner; review and track monthly subaward invoices and ensure that back-up documentation, general ledgers, bank statements, and supply/equipment quotes are in place; directly communicate with MakSPH to resolve subaward issues; amend the MakSPH subaward and the prime budgets, scopes of work, and budget justifications on a yearly basis; set up any consultant and vendor agreements; coordinate monthly finance meetings with Finance Manager to review project expenditures, and communicate regularly with other members of the project and GHS finance/administrative team; update budgets if changes are made and submit to CDC-Uganda and PGO for approval; help coordinate an annual audit of MakSPH; approve and submit projects expenses (travel, vendor payments, recharges). As additional funding streams become available, ensure that allocations to separate streams are appropriately maintained and documented.
Overall, this position requires a high level of management, financial, organizational and administrative skill. The abilities to communicate effectively, to write well and clearly, and to track and balance budgets are required; an understanding of monitoring and evaluation specifically applied to international health and development projects is highly desirable. The person must have the ability to multi-task, meet tight deadlines, and exercise independent judgment. This person might be required to travel to Uganda once a year to develop familiarity with the on-site staff and project implementation. Ideally, a candidate would have experience with UCSF financial systems and procedures, international project management or work experience, and familiarity with USG or CDC-funded projects.
