Focal Point to Assist the Implementation of Phase 1: Multi-country Assessment of the Real-time Monitoring for the Most Vulnerable (RTMMV) initiative
Timeframe: 1 July – 31 December 2011*
Background
As part of its effort to protect children and families from structural and current poverty impacts, UNICEF has decided to carry out a multi-country assessment of existing and planned initiatives that collect high frequency data on livelihoods security and stability in access to services among vulnerable populations. It is expected that this assessment, which constitutes Phase 1 of the RTMMV project, will be implemented by an external Consultant/Consultancy partner (hitherto ‘External Partner’).
Duties and Responsibilities
The aim of this SSA is to secure a Focal Point for Phase 1 of the RTMMV project, who will liaise with the 15-20 UNICEF offices potentially involved (at HQ, RO and CO levels) in Phase I., act as UNICEF focal point for, and provide assistance to, EP implementing the project. The main responsibilities will include, not limited to: sharing documentation on past and current engagement with real time and/or social monitoring initiatives of UNICEF, sister agencies, NGOs and government partners; identifying countries/UNICEF offices which will participate in the fieldwork; keeping records and documentations updated and shared as necessary, including with UN Global Pulse; liaising with UNICEF offices and partners, and providing analytical and logistical support to EP from HQ; assisting to organize a workshop which will present, discuss and validate results, and drafting tasks to present and disseminate the Synthesis Report and other key deliverables as per the TOR for Phase 1 (see Annex I). In addition to the responsibilities related to the RTMMV, the consultant will also be expected to contribute to various inputs to senior management and UNICEF field offices on various social and economic policy issues as needed.
Requirements
Applicants considered must possess
· Post graduate degree in Economics, Social Sciences, Development Studies, Information and Communication Technology and/or related discipline
· Relevant work experience (3 years minimum) preferably at international level
· Proficiency in various MS Office applications (Excel and Word).
· Fluency in English is required. Reading proficiency in French a plus.
· Proven strong ability to communicate (oral and written) clearly and concisely.
· Publication record, solid knowledge of statistics (such as STATA), familiarity with innovative methods of data collection, dissemination and use are an advantage
