SMALL ENTREPRENEURS LOAN FACILITY (SELF) PROJECT
VACANT POSITIONS
Background
The Government of United Republic of Tanzania is implementing the Small entrepreneurs Loan Facility (SELF) Project jointly funded by the Government and the Afrocant Development Bank (AIDB) Group. SELF addresses one of the initiatives proposed under the pillars of the National Strategy for growth and Reduction of Poverty namely the Growth and Reduction of income Poverty. Thus, the Project’s primary objective is to improve access of the poor in rural and urban areas to Micro-finance services through the provision of Financial Services and Institutional Capacity Building.
SELF Project is now implementing its second phase, and is looking for motivated, experienced and qualified candidates to fill the vacant positions existing in the Project.
1. PROMOTION AND MARKETING OFFICER
(i) Location: Head Office-Dar es Salaam
(ii) Appointing and Disciplinary Authority: Project Manager
(iii) Reporting Relationships: Reports to: Project Manager
(iv) Entry qualification:
Holder of Masters Degree in Marketing with at least five years experience, or Bachelors Degree in Marketing with at least ten years experience in a reputable organization.
(v) Duties and Responsibilities:
Develop a comprehensive marketing plan for the project in collaboration with other units.
Develop specific marketing and promotion strategies for specific products offered by SELF II.
Develop and oversee implementation of customer service charter
Identifies and implement value added customer service. Promote best practices of microfinance and disseminate such information to the project clients.
Provide assistance and guidance to project clients in marketing their products.
Publishes and disseminate information about various activities of the project.
Co-ordinates the provision of marketing promotion and information services throughout the project by establishing appropriate communication channels and chains.
Promotes an understanding of the project and its activities, develop an interest in and support for its activities, and ensure appropriate recognition of its achievements and its contribution to the society in which it functions.
Acts as the project advisor on matters relating marketing and promotional issues.
Produces information sheets, bulletins of events and other publications for international consumption. Develops and maintain an appropriate newsletter and website pages to disseminate information o developments in the project, major decisions and policies adopted. Assists in the organization and preparation of projects events and functions.
Maintains well-developed lines of communication with all the media including press, radio and television and with government, (both Central and Local Government) and other relevant stakeholders.
2. CREDIT OFFICER
(i) Location: Zonal Financial Hub
(ii) Appointing and Disciplinary Authority: Project Manager
(iii) Reporting Relationships:
(a)Reports to: Team Leader-Credit at HQ (b)Supervises: Junior staff in the office of the hub
(iv) Entry qualification:
Holder of masters Degree in Finance of Economics with at least five years experience, or Bachelors Degree in Finance or Economics with at least ten years experience in credit operations of a reputable organization.

(iii) Reporting Relationships: Reports to: Project Manager
(iv) Entry qualification:
Holder of Masters Degree in Marketing with at least five years experience, or Bachelors Degree in Marketing with at least ten years experience in a reputable organization.
(v) Duties and Responsibilities:

3. INTERNAL AUDITOR
(i) Location: Head Office-Dar es Salaam
(ii) Appointing and Disciplinary Authority: Project Manager
(iii) Reporting Relationships: Reports to: Project Manager and Audit Committee of the Project Steering Committee (PSC).
(iv) Entry qualification:
Holder of a Bachelors Degree in Finance and/or Accounting plus CPA with at least three years experience in a reputable organization.
(v) Duties and Responsibilities
Develops effective internal auditing systems.
Prepares and conducts periodic reviews of internal Audit Manual which prescribes the internal audit approach, methodology, policies, procedures and guidelines.
Prepares and ensures implementation of annual internal audit plans and strategies.
Manages the risk assessment process of the project and advises the project management accordingly.
Reports cases of loss or attempt to occasion loss due to misuse of resources, misappropriations or fraud. Ascertains compliance to applicable laws and regulations: internal policies and procedures: plans, budgets and financial regulations.
Prepares periodic internal Audit Reports for the project Steering Committee (board) and the project management and advices them on internal control and related matters.
Ensures regular follow up of internal and external audits to ensure that queries are replied and recommendations are implemented.
Ensures compliance to accounting, auditing and other applicable standards and guidelines set by professional bodies.
Reviews annual financial statements before their submission to external auditors and advise the project management accordingly
Prepares the annual budget for the Unit and monitors and control the Project resources.
4. ASSISTANT SYSTEMS ADMINISTRATOR
(i) Location: Head Office-Dar es Salaam
(ii) Appointing and Disciplinary Authority: Project Manager
(iii) Reporting Relationships: Reports to: Systems Administrator
(iv) Entry qualification:
Holder of a degree in information Technology with at least three years experience in a reputable
(v) Duties and Responsibilities:
Provides administrative and technical guidance to the users of information system in the Project:
Develop and continually update the project’s website Overall administration of database systems and supervision of data entry processes
Develops and maintain formal procedures for data security, integrity and consistency in the corporate database systems:
Provides system users with different access level rights. Performs routine monitoring of database and server systems.
Design and extract various reports for system users Keeps track of system access audit trials; Performs periodic backups and disaster recovery.
Provides help desk services to system users guidelines Prepares and ensures implementation of annual internal audit plans and strategies.
Manages the risk assessment process of the Project and advises the project management accordingly.
Reports on the internal control weaknesses and recommend improvements.
Ascertains the reliability of management data and information
Reports cases of loss or attempt to occasion loss due to misuse of resources, misappropriations or fraud.
Ascertains compliance to applicable laws and regulations: internal policies and procedures; plans, budgets and financial regulations.
Prepares periodic internal Audit Reports for the project Steering Committee (board) and the project management and advices them on internal control and related matters.
Ensures regular follow up of internal and external audits to ensure that queries are replied and recommendations are implemented.
Ensures execution of special investigations, special inspections and surprise checks as may be ordered by the PSC, Project manager, or as may be deemed appropriate.
Ensures compliance to accounting, auditing and other applicable standards and guidelines set by professional bodies.
Reviews annual financial statements before their submission to external auditors and advise the project management accordingly.
Prepares the annual budget for the Unit and monitors and control the Project resources.
5. EXECUTIVE SECRETARY
(i) Location: Office of the Project Manager-Dar es Salaam
(ii) Appointing and Disciplinary Authority: Project Manager
(iii) Reporting Relationships: (a)Reports to: Project Manager
(b)Supervises: Junior staff in the office of project manager
(iv) Entry qualification:
Holder of Bachelor Degree in Management, who has attended advanced computer course in Windows, Microsoft Office, Internet, E-Mail and Publisher. Must have attended and passed the examination on the management course for executive assistants issues by the Tanzania Public Services College or
any other recognized institute and must have at least six years working g experience in a reputable institution.
(v) Duties and Responsibilities:
Services as Personal Assistant to the Project Manager Provides administrative support to the Project Manager Plans and coordinates the activities of the Project Manager’s Office including scheduling of major events spanning the SELF’s calendar and business year.
Is in charge of budgeting for the office of the Project Manager.
Gathers information and statistics for the Project Manager both internally and externally for preparation of quarterly, semi-annual, annual reports.
Organizes and supervises all support staff in the office of the Project manager.
Assists the Project Manager in responding to queries. Attends meetings or functions as may be directed by the Project Manager
Prepares memos and other correspondence for the project Manager
Drafts Project Manager’s papers and speeches. Coordinates and follows up Project Manager’s activities. Plans and organizes all meetings and conferences for the Project Manager.
Handles incoming mail for the Project Manager and ensures effective circulation of information and mail to internal and external persons.
Replies to routine correspondences which requires standard information.
Reminds executives of deadlines and track progress of various assignments
Performs any other duties as may be assigned to him/her, from time to time by supervisor.
6. ADMINISTRATIVE AND LOGISTICS OFFICER
(i) Location: Zonal Financial Hub
(ii) Appointing and Disciplinary Authority: Project Manager
(iii) Reporting Relationships:
(a)Reports to: Credit Officer of Financial Hub (b)Supervises: Driver cum office attendants
(iv) Entry qualification:
Holder of Diploma in Human Resources Management, or Accounting or equivalent qualification with at least one year relevant experience, with administrative and accounting work at a similar position in a reputable organization. Must be ICT literate with advanced knowledge of computer applications.
(v) Duties and Responsibilities:
Coordinates all logistic activities of the Financial Hub (FH) Receives and provide necessary information to the existing and potential clients
Helps in sensitization of Saving culture within the sphere of FH
Maintains a comprehensive inventory of all office Furniture, fittings and equipment
Maintains service agreements and ensures compliance with the same
Co-ordinates and administers efficient and effective office procedures and systems of SELF
Keeps financial and accounting records of the office Prepare and submit financial reports of FH
Performs any other duties as may be assigned to him/her, from time to time by Supervisor.
7. DRIVER
(i) Location: Zonal Financial Hub
(ii) Appointing and Disciplinary Authority: Project Manager
(iii) Reporting Relationships:
Reports to: Credit Officer of Financial Hub
(iv) Entry qualification: Must have completed form IV with a Secondary Education Certificate. In addition must have a clean Class “C” Drivers License plus Trade Test Grade I, with at least five years experienced as driver.
(v) Duties and Responsibilities:
Will be responsible to drive Project vehicles for all activities within the country and to ensure that the vehicles are in good condition and well maintained.
Will be responsible to distribute letters (mail, dispatch) and other documents.
Handles incoming mail for the Project Manager and ensures effective circulation of information and mail to internal and external persons
Replies to routine correspondences which requires standard information
Reminds executives of deadlines and track progress of various assignments
Performs any other duties as may be assigned to him/her, from time to time by supervisor.
Terms of Employment and Remuneration
The successful candidates will be employed on a two-year renewable contract with attractive remuneration package applicable to the positions advertised.
